O bam a is hosting the W hite H ouse Tribal N ations Conference this Thursday, N o vem ber 5, as p art o f his sus tained outreach to the Native American people. T h e c o n feren ce w ill give leaders o f the 564 federally rec ognized tribes the opportunity to in te ra c t directly w ith the President and representatives from the highest levels o f his administration. Each tribe has been invited to send one representative to the conference. Chairman Suppah is representing the Confederated Tribes o f W arm Springs. Discussion topics will include public safety and housing, eco nomic development, natural re sources, education, health and labor. Homeland Security grants fund towers B y B e tty O d e n of the Daily Journal of Commerce T he U.S. D epartm ent o f H o m e la n d S ecu rity has aw arded the C onfederated T rib es o f W arm S p rin g s three grants to undertake a m ulti-phase project to u p grade and expand the current public-safety radio system th at supports the needs o f first responders, A fourth H omeland Secu rity grant for 2009 was re- cendy subm itted and condi tionally approved. T his pro ject was bid in June, b u t due to unforeseen factors affecting the scope o f w ork and costs, the bid had to b e can celed an d re a s sessed. CASINO * The condition o f the access road is a crucial factor for this project, and potential bidders must take this into consideration w hen preparing bid tasks and costs. T he tow er site is near W arm Springs o ff o f Highway 26, accessible by 4-wheel-drive vehicles on a four-mile, unim proved dirt road. The first phase, which is fully funded ■with grant money, con sists o f furnishing and install ing a 120-foot, freestanding c o m m u n ic a tio n s to w e r o n M iller Flat, above the W arm Springs Agency area. The tower will be designed to accom m odate a future 20- foot extension and will be p ro vided w ith w orking and rest platform s, vertical waveguide ladder, waveguide ice bridge, 60LF ♦ clim bing ladder w ith anti clim b cover, m o b ile an d p a ra b o lic a n te n n a to w e r mounts, and lightning rod as sembly. L a te r p ro je c t p h a se s, which will be issued in sub sequent requests for bids, may include equipping the Miller Flat tower with radio repeaters, adding additional repeater sites and installing microwave links between the tower sites. A certification process has been im plem ented, so bid ders are asked to review all inform ation provided. T he project has an Indian Prefer ence Provision, and the use of. Indian labor is encour aged. This project is subject to Davis-Bacon wage rates.
