Six Native Brazilians were in
Warm Springs on Sunday and
Monday. Their visit was part o f
a U.S. State D epartm ent p ro
gram called the International
Visitors Leadership Program.
“It’s a program o f citizen di
plom acy betw een our em bas
sies,” said Thomas N orton, one
o f the interpreters w ho traveled
with the group. The Brazilians
speak Portuguese, and their na
tive languages.
O ne o f the visitors, Adolfo
Timotio, is the chief o f his tribal
village o f sev eral h u n d re d
people, and chairm an o f his
entire tribe o f 40,000 members.
The Brazilians toured Warm
Springs Power and Water Enter
prises, the M useum at W arm
Springs, Kah-Nee-Ta, and Warm
Springs Forest Products Indus
tries.
The Brazilians also met with
Warm Springs tribal members
for a salmon bake at the m u
seum.

declaration, while 143 nations
voted in favor.
C ouncilm an W ilson Wewa
said the U.S. since that time has
a new President. T he current
President, Wewa said, is more
aware o f the challenges facing
Native peoples.
The indigenous tribes o f Bra
zil have a much different rela
tionship with the Brazilian gov
ernment, in comparison to the
tribes o f the U.S.
Pinkham presented each o f the
guests with Kibak Tiles, designed
by Warm Springs artist Lillian
Pitt.
The guests enjoyed a dance
performance by the Ayayat Idait
TeNe N um u Dance G roup, and
the Brazilians were invited to
join in some o f the dances.
During lunch, Chief Timotio
asked why the U.S. last year re

The Brazilian tribes, for in
stance, do n ot have ownership
o f land, the way U.S. tribes have
reserv atio n s and o th er land.
T he natural resources o f the
Brazilian tribal lands do n o t be
long to the tribes, and can be
exploited by outsiders.
There is n ot enough govern
m ent oversight to prevent the
illegal taking o f their timber and
gold, for instance, said Louis
Riggio, who also served as in-

The Round Butte hydroelec
tric facility is a good example o f
the difference between Brazil
ian and U.S. tribes, said Riggio.
The Confederated Tribes o f
Warm Springs are part owners
and operators o f the dams. In
Brazil, dams are built w ithin
tribal lands with little or no re
gard for the Natives, w ho re
ceive no benefit from the dams.
A n o th er difference: G am
bling is illegal in Brazil, so there
are no tribal casinos.
A fter th eir visit to W arm
Springs, the Brazilians left for
M innesota, w here they w ere
going to visit the White Earth
Reservation,
