H e is in criti cal yet stable condition. They lowered his sedatives, so he will be awake a litde more often. Still breathing with ventilating ma chine so unable to talk yet. His b u rn s are h ealin g fine. H e breathed in a lot o f toxic poi son from the fire so his lungs are the main concern right now. But they are improving. We thank G od he’s still alive and getting better. Praise the Lord! We w ould also like to thank officer Gilbert for pull ing him out o f the fire. You’re our hero. G od bless you three fold! We would also like to thank the EMTs, Pastor Rick for trans porting him to the hospital as fast as you did. We also would like to thank M ountain View Hospital staff for doing the best they can and having patience w ith our many questions and everything. We also would like to thank Emanuel Hospital doctors and nurses for taking care o f our b rother, and having patience with us and being understand ing. G od bless you so much! We would also like to thank family and friends who traveled n ear and far fro th e ir tim e, prayers, love support and being there in a time o f need. The power company has sent you a final notice to shut o ff your electricity. Can Victims o f Crim e Services (VOCS) help you pay your power bill? In the last two weeks o f Feb ruary, several tribal m em bers sought help from V O C S for energy assistance. V O C S receiv es its g ra n t funds from federal agencies that restrict the use o f these funds to assisting victims o f domestic violence, sexual abuse, and other person crimes. Although VOCS cannot use its funds to help pay your power bill, the staff can help you with inform ation and referrals that will help you with power bill. T he Tribal Social Services Energy A ssistance Program is the first program to contact. This program is located on H o lid ay S tre e t in th e sam e building as the C om m odities Program. The telephone num ber is 553-4952. | Jo h n Brown, Sonia H eath, N e ttie D ic k so n , o r K im LeClaire can help you complete the detailed application forms in order to apply for energy assis tance. ■ Be prepared w hen you go to the Social Services building to apply for the Energy Assistance P ro g ram . B rin g y o u r la te st power bill, and financial infor m a tio n w ith you, in clu d in g p ro o f o f your income and ex penses for the last year. Every adult residing in your home will have to sign the application. There is a limit to the amount o f assistance that the Energy Assistance Program can provide. I f the program can only help you with a portion o f your past- due pow er bill, th en you will have to access other social pro grams. T he Energy Assistance Program has a limited budget, and when their 2009 budget is exhausted, this program will not be an option for tribal commu nity members. Seniors T he tribal Seniors Program has lim ited resources to help with power bill payments if you are 60 years o f age or older. The Seniors Program is located on High Lookee Street, and its telephone num ber is 553-3313. W ilson Wewa, Lilly Suppah, L ucille S c h u ste r o r E lto n Greeley can assist you in deter mining whether the Seniors Pro gram can assist a senior w ith their power bill. Unlike previous' years, the Seniors Program cannot p ro vide tribal elders with a cord o f wood for hom e heating. The Workforce and Educa tion Development D epartm ent (W ED D) is the current tribal program that provides tribal se niors and elders with a free cord o f wood. W E D D is located on Warm Springs and Paiute streets, and its telephone num ber is 553- 3324. M elinda P o itra, L aura Sw itzler, V erleen K alam a or Buffy the secretary can assist you in determining w hether you qualify for a cord o f wood. State help The Oregon D epartm ent o f H um an Services may be able to help with income assistance, and your power bill, if you are low- in c o m e , have ch ild re n , and meet its other qualifications. The departm ent (DHS) has a part-time satellite office at the tribal Family Resource C enter at 1144 W arm Springs Street. The phone num ber 553-1626. D H S has a full-time office in Madras at 678 N E Highway 97, Suite D St. T h eir telep h o n e num ber is 541-475-6131. Like the Energy Assistance Program at Tribal Social Ser vices, D H S has detailed appli cation form s that need to be completed before they can de term ine if D H S can provide you with assistance. Bring your financial records and bills when you go to DHS to apply for in come assistance. BIA T he Bureau o f Indian A f fairs’ Social Services Program, like O regon DHS, may be able to help tribal community mem bers with income assistance, and your power bill, if the members meet its requirements. T he BIA’s Social Services Program is located in the tribal Administration Building across the aisle from the tribal Vital Statistics office. M ona Greene Baez is the pri mary BIA employee w ho can a ss ist you in d e te r m in in g w h eth er you qualify fo r the BIA’s incom e assistance, and her telephone num ber is 553- 2440. O ther possibilities N eig h b o rlm p act is a n o n government, non-profit organi zation in Madras that can help tribal community members with their energy bills. N eighborlm pact, form erly called COCAAN, was estab lished to serve economically dis advantaged people in C entral O regon. T h eir m ission is to break the cycle o f poverty by helping remove the barriers that prevent people from achieving economic self-sufficiency. Their Madras office is located at 645 SW M arshall Street. W alk-in hours are 1-4 p.m. on Tuesdays and Wednesdays. You can also call 475-7017 for an appoint ment. Like the other social services pro g ram s m e n tio n ed above, N eig h b o rlm p act has detailed application forms that need to be com pleted to determ ine if you qualify for assistance. I f the above social service agencies are n o t able to com p letely h elp you w ith y o u r power bill, then you may be able to take out a small loan at the tribal Credit Enterprises. Tribal C red it is lo cated on S couts Drive, and their telephone num ber is 553-3201. In the event that the adults in the hom e do not qualify for a small tribal loan to secure the power bill, then it is possible to have your child’s m onthly per capita payment used to secure the small loan from Credit. Loan Officer Joanne Bryant reminds tribal members that all loans—except for funeral assis tance loans—are processed in the order o f filing. A nother possible solution is to seek a ssista n c e fro m a church.
