(Resolution 10,707.) Native languages W hereas the 1999 W arm Springs Tribal Council adopted Comprehensive Plan Resolution No. 9705; and, Whereas the adoption reso lution directed tribal programs to work with the community in implementing the Community Bench-marking process; and, Whereas the Warm Springs Community has been exten sively involved in developing the Comprehensive Plan, and will continue to be extensively in volved in carrying out our Com munity Bench-marking process; and, Whereas the Comprehensive Plan (the People’s Plan) shows that culture, language and tradi tion has been established as a Tribal Council Priority Area; and, W hereas the B ranch o f Education’s Culture & Heritage Language Program of the Con fed erated T ribes o f W arm Springs (CTWS) is to establish and implement a language pro gram designed to maintain and preserve our native Sahaptin, Wasco and Paiute languages; and, Whereas the Administration for Native Americans (ANA), a part o f the D epartm ent o f Health and Human Services, provides financial assistance through a com petitive grant process (as outlined in Funding O pportunity # H H S-2007- ACF-ANA-NL-0016) for the im plem entation o f language programs that will promote and enhance the preservation of our languages; develop a Master Speaker/Apprenticeship pro gram; and, W hereas a potential grant from ANA in an amount of $579,866 for 3 years w ith CTWS’s cash and in-kind match of $157,826 for 3 years, would support the design and imple m entation of the Branch of Education’s Culture and Heri tage Language Program within the Comprehensive Plan; now, therefore, Be it resolved by the Twenty- Third Tribal Council o f the Confederated Tribes o f the Warm Springs Reservation of Oregon, pursuant to Article V, Section 1 (d) of the Constitu tion and By-Laws, that the Sec retary-Treasurer is authorized to apply for this grant from the A d m in istratio n o f N ative Americans; and, Be it further resolved that the Secretary-Treasurer is autho rized to negotiate and execute any application or award docu ments in connection herewith, in clu d in g any m o d ificatio n thereto as required. (Resolution 10,718.) Victims of Crime Services Whereas the Confederated Tribes of the Warm Springs In dian Reservation of Oregon has received funding from the Of fice for V ictim s o f C rim e’s Tribal Victims Assistance Grant (US DOJ Award number 2003- VR-GX-0018 for years 2003 to 2005 and US DOJ Award num ber 2006-V R -G X -0017 for years 2005 to 2006, also know as FY 2006); and, Whereas the Confederated Tribes of the Warm Springs In dian Reservation of Oregon is currently using grant award number 2006-VR-GX-0017 to fund its Crime Victims Assis tance Program for Fiscal Year 2006 (from October 1, 2006 to September 30, 2007) for the benefit of on-reservation per son-to-person crime victims and their families; and, Whereas Tribal Council un derstands that there are many factors that contribute to the victimization of tribal commu nity members, including, but not limited to the use and abuse of alcohol, methamphetamine and other illegal drugs by some in dividuals within the boundaries of the reservation; and, Whereas Tribal Council con siders that continuing support to crime victims on the reservation to be of essential importance; and, Whereas our tribal commu nity members and their families w ill benefit from continued funding for crime victim ser vices in fiscal years 2007 and 2008 from the Tribal Victims Assistance Grant; now, there fore, Be it resovled by the Twenty- Third Tribal Council o f the C onfederated Tribes o f the Warm Springs Reservation of Oregon, pursuant to Article V, Section 1 (d) and (1) o f the Tribal Constitution and By- Laws, that the Secretary-Trea surer is authorized to apply for the Tribal Victims Assistance Grant Continuation funding for fiscal years 2007 and 2008 from the Department of Justice, Of fice for Victims of Crime; and, Be it further resovled that the Secretary-Treasurer is autho rized to negotiate and execute any application or award docu ments in connection herewith, including any m odifications thereto as required.
