The magazine is published by the U.S. International Commu nication Agency, Washington, D.C., for distribution in the So viet Union. Elsewhere: Nearly 200 people gathered at the Agency Longhouse to dis cuss the 1982 tribal operating budget. Due to the absence of T ribal C o un cil C hairm an Delbert Frank, vice-chairman Zane Jackson chaired the meet ing. Councilman Mike Clements told the group that “Council has taken time to make hard deci sions.” He said that last year m any questions were raised about the court and police de partments. t cWe took tribal mem ber input from last year’s meet ing into consideration” when making decisions. The Council directed man agement to limit the 1982 bud get to a maximum of 5 percent increase because of revenue projection and the current eco nomic trend. Management met the objectives, but with capital improvements, such as a new water system for Elliott Heights, the 1982 budget is 6 percent over the 1981 budget. to go* — 873 SW Hwy 97 Madras, OR 97741 475-3723 To advertise in the Spilyay Tymoo, call Sam Howard at 279-9973. The group is optimistic that 2007 is the year when the ca sino environmental impact state ment (EIS) will be approved for siting of the casino, said Greg Leo, a consultant on the project. Part of the reason for the optimism is the recent re-elec tion of Gov. Kulongoski, and the election of local officials at Cascade Locks and Hood River County who support the tribes, said Leo. “And we believe that what the opponents are saying is not cred ible,” he said. Opponents have circulated a document that says the tribes’ Hood River property" is not a viable casino site; but the document is “dishonest and a m isrep resen tatio n o f the tribes’ rights as related to that site,” said Leo. The casino communications team includes Leo; tribal govern ment affairs director Louie Pitt; M ichael Mason, governm ent affairs; Margie Tuckta, special projects manager; Floyd Calica, community outreach; Lena Ike, administrator of the communi cations effort; attorneys Howie Arnett and Dennis Karnopp; Jeff Ford, casino chief execu tive officer; Len Bergstein, state affairs consultant. Also attending the recent communications team meeting were Ken Smith, chairman of the gam ing board; and Ed M anion, vice chair and EIS manager. “It was an optimistic meet ing and the prospects are good for the coming year,” said Leo.
