The refunds arc distributed by the Oregon Depart ment of Revenue. According to the court-approved settlement reached in February 1999 between the state of Oregon and the federal retirees, failure to file a com pleted verification form with the department by the April 16 deadline will result in denial of refunds. To be eligible for a refund, you must meet these requirements: part or all of the federal pension benefits were earned prior to October 1, 1991 and, the pension benefits were in cluded in Oregon taxable income. Those who believe they may be eligible and have not submitted a form, may obtain the form (40-F) from the department's Web site at: www.dor.8tatc.or.usNewsR Forms also are available by call ing the department toll-free number (only in Oregon) at 800-356-4222. Loan Program Planning Underway for Newly Eligible Veterans On November 7, the voters of Oregon showed their support for those who have served their coun try by voting for Ballot Measure 83 in overwhelming numbers. The Oregon Department of Veterans' Affairs is now making the necessary program changes to accommodate those newly eligible veterans who may wish to utilize the Department's Veterans' Home Loan Program. The recently passed ballot mea sure removed the requirement that in order to be eligible, a veteran must have entered active duty prior to December 31, 1976. Home Loans The Oregon Department of Vet erans' Affairs home loan program provides home purchase and home improvement loans to eligible veter ans, within the limitations set forth in Oregon's Constitution and appli cable laws. To be eligible, you must be an honorably discharged veteran who served at least 210 consecutive days on active duty unless discharged due to a service-connected injury. If you are an honorably discharged veteran and have less than the above men tioned 210 consecutive days of ac tive duty service, you may still qualify if you served in a theater of operations for which a campaign or expeditionary ribbon or medal is authorized by the United States. You must reside in Oregon at the time you apply for the loan. Also, loan applications must be filed within thirty years from the date of release from active duty. The maximum loan amount for veterans is presently $275,000, and minimum down payment on a new purchase is 5 percent Interest rates generally run about one percent be low market call to get a quote. All 16aft9 arc-made at fixed rates and vet erans may choose up to a maximum loan term of 30 years. There are lim its on the number of times you can use the program, and, of course, lending decisions will be based on the veteran's ability to repay the loan. Normal lending costs will ap ply, such as a loan fee, appraisal fee, credit repdrtj flood determination fee, tide insurance, and escrow fees. Home improvement loans are available with no loan fee, and the current interest rate is 7.5 percent fixed.
