4 September 2 1,2000 Warm Springs, Oregon Spilyay Tymoo E Coosh EEWA: The way it is "We all do dumb things once in a while," Let's home we don't do this on every issue we face. Let's see, we have problems with our every operation of our organization. At this time everything is in a critical condition as our main source of timber is depleting and so is the income. At one time during the high peak of our timber industry the logging companies could produce enough timber in a week that would surpass what is produced in a month today. Today every issue that comes up we must make the right decisions and try to come up with situations that are in the best interest for the tribes. Today we are trying to find ways to produce incomes and at the present time we have focused on gaming. When this issue was first introduced to the tribes, there were options given to the tribes on: "Should we build along highway 26, near Warm Springs? Or make an addition to Kah-Nee-Ta Resort? The discussion seemed to favor Kah-Nee-Ta site. So, it was voted to make a five-year trial period to see how it would work. Even at that point there was opposition to the idea of building at Kah-Nee-Ta. Petitions were circulated trying to halt the Kah-Nee-Ta area. At that point some were totally against gaming on the reservation. When the Indian Head Casino came into operation those who were totally against gaming were the main ones winning big prizes there. Shortly after the gaming was in operation it was clear that the site was the wrong place. One of the big selling point was that this would bring in more income for the resort. You must realize that people who make reservations at the resort are family outings and in most cases this don't include gambling as families are trying to get the best deal for their family. The Cascade Locks area was an ideal location for a Casino, which would have been jvfst a few miles east of the metro area of Portland-Vancouver. But that fell through and a site of Madras was presented to the tribes, which was voted down. A casino along highway would be the best location because of the high rate of travel through the reservation. No matter where we build it will cost many dollars. If we build on the reservation all income would come to the tribes and no percentage would have to be paid to anyone. So we should all take this in consideration and build at the best location. So when there are meetings on the issue all tribal members should attend and voice their opinion pro or con. AHH-NAH-CHI-TOON Toe A preacher was winding up his temperance sermon with great fervor, "If I had all the beer in the world, I'd take it and throw it into the river." And the congregation cried, "Amen!" "And if I had all the wine in the world, I'd take it and throw it in the river." And the congregation cried, "Amen!" "And if I had all the whiskey and demon rum in the world, I'd take it all and throw it in the river." And the congregation cried, "Hallelujah!" The preacher sat down. The song leader stood up very tentatively and announced, "For our closing song, let us sing hymn 365, 'Shall we gather at the river?'" SSS SSS A blonde decided to try horseback riding, even though she had no prior experience. She mounted the horse unassisted, and the horse immediately sprang into motion. It galloped along at a steady and rhythmic pace, but the blonde began to slip from the saddle. In terror, she grabbed for the horse's mane, but couldn't seem to get a firm grip. She tried to throw her arms around the horse's neck, but she slid down the side of the horse anyway. The horse galloped along, seemingly impervious to its slipping rider. Finally, giving up her frail grip, she leapt away from the horse to try and throw herself to safety. Unfortunately, her foot became entangled in the stirrup and she was at the mercy of the horse's pounding hooves as her head struck the ground over and over. As her head was battered against the ground, she was mere moments away from unconsciousness.. Then, to her great fortune, the WalMart manager saw her and shut the horse off. He was in volved in an accident following the Hinckley Celebration in Minnesota on June 26. An elderly lady hit him on his left side and parked on him for about 5 seconds. With the prayers of so many people he has come back from the accident and started walk ing again. He danced at a powwow for the 1st time this past labor-day week-end. The doctors thought that he would be unable to walk for a long time, but he has proven them wrong. We would like to extend our greatfulness to the ones who helped with donations for us to stay in Minn, while he was in ICU for 4 days. He was in the hospital for 10 days. Thank you for helping to save my life, and my 2-year-old son David. Words seem so inad equate. In May of 1998, 1 moved out of state and was thrown out onto the streets, precalculated and viciously done, so I would be helpless enough to have my child taken away. But COBRA was there and has been ever since. It amazes me how many people this organization helps. I never want to forget my shock, pain and terror as I stood at that pay phone, nor when you arrived to take us to-in the truest sense-shelter, help, comfort and safety. I know I was in shock at least a week. It was that long before I could even believe I was there, that it really happened. 1 hen I was down, literally with a wretched flu, at least 3 weeks after that. After being there more than a month, I was too afraid to even go into town to look for an apartment, very listless except for fear. I did-finally-go into town, but didn't find an apartment. Thanks to COBRA again and the Soroptimists, we w ent to the Redmond Transition House, where we have lived for 10 months. A few days ago we moved into our ow n apartment. And now, w ith a lot more help and pray ers, we even have beds to sleep in, a comfortable couch in our living room, a nice home, and lots of big smiles from my precious son David. After an Honor Dance Communication needs to be worked on To the editor, I'd like to clarify the miscom munication in the last issue of Spilyay Tymoo. My letter of 'vents' was not supposed to be printed because I had a change of mind and reworded those thoughts as follows: The techniques on communica tion in our tribal organization, our entities and community must clearly be worked at! I would first suggest that the Agency District Tribal Coun cil reps have a general council meet ing for the Agency District people! I hear complaints of how the Spilyay is turning into the people's voice, well, it's plain and simple, if our tribal members cannot voice directly to your face, then the next best thing is through the media. Allowing the people (that voted you into office) to share their thoughts, ideas and con cerns helps them to release grudges, negativity and concerns. If we have leadership qualities that are practiced daily then the coaching for future leadership is already in play. I say when someone voices an opinion they -better take a look at what they are actually projecting to their people! Are you the kind of leader that wants a huge debt wiped out only because you hold a prestigious title, do you know the word, integrity? General managers and directors are hired and being paid a huge salary to constantly Please stop the rumors To the editor, Regarding Samuel Whitefoot: 2394 Little Oitz Loop of the Atwood and Whitefoot family. Dad and Mom Isaiah Cain, have a good one to our Big Brother. Hope its a good one. Lots of love, Milton A Phillip Isaiah, have a cool 3rd Birthday. Ready to whip you It f bro (ayz). Your Bro, Ramon Greene on his behalf, he treated the He He crowd to a Maori War Dance; shame on you, if you missed this. Maybe we'll arrange another indigenous visi tor to next years powwow. Thanks to Captain Moody for MC duties, Carlos for use of his public address system, and the cooks for feeding midnight snack to all. Without the drum groups, dancers and audience, this small, lo cal, but festive gathering would not be possible. The Tribal Council funds the Feast proper itself. The powwow is separate, and we do fundraising throughout the year. All volunteers and contributions to next year's gath ering are appreciated. Maybe we'll see you at He He next summer, and we do mean you. Benson Heath think and come up with brilliant ideas to keep our reservation from going under. Are they doing that or are they hiring consultants to do their job? As I stated in the WSFPI, lets work as a team! We have the brains, know-how and people of all ages to come up with the same brainstorm you hired con sultants think of. If you took stats of all the non-Indians since we began doing business, what would you find out? Or have you ever done that? Do you continually take college courses to stay updated or do you let the ones that have a continuous college edu cation have a say in your future moves? Another suggestion, we can not continue to keep putting busi nesses and offices in this 20-acre spot. And the school that you are already building roads for like it was started in your meeting, that particular area should be used for expansion for the upcoming ECE children. The new school you want needs to be located towards the flat going to Portland. ' Livestock should be put further out from public view. You need to show off progress not smelly animals. Many thoughts and businesses come to mind but I needed you to let you know, my last letter was not written correctly and I would like to submit this one to surpass the previous. Respectfully submitted, Emma Smith Thanks to all We would like to thank all the people that purchased raffle tickets and helped with the fundraising ef forts such as: tickets sellers, Quartz Creek Drum, Dancers, Salmon Bak ersCooks, MC, volunteers & help, donations of raffle items, supplies, materials, beads, buckskin, fabric and all the support we received from fami lies, organizations our fund-raising efforts were successful to send 3 se niors on a powwow cruise to Catalina Island and Mexico.
