In the past few issues there was pro and con comments in the Spilyay Tymoo. Today, since everyone has had a chance to see what has been pre sented at the various district meet ings and they may have made up their minds on whats the best way to go, let's let it go at that. Sort of rest our minds of ithe whole issue. But we must re member to vote one way or the other andall hope it's for the best. So speaking from one thing to another, just rambling, to ease the mind of the Casino for a moment. The Rose Festival is just around the corner where the fleet comes each year to join in on the annual affair. All the big events that take place in the City of Roses. This time of the year it's real pretty in the city with everything green and fresh. Makes the atmosphere much better as the parades get under first starting off with the S tarlite Parade usually the first Saturday, and the Kids parade in mid-week, and finally the Grand Floral Parade on Saturday. At one time our Tribal Council office used to have a float in the Rose Parade, and everyone worked hard to get it done, we haven't had any participation for some years now. The Spirit Mountain had a real pretty float in the parade last year, and they will probably have another one this year. The Pendleton Round-Up Committee usually has people in the parade, like the Queen and her Court for the Pendleton Round-Up, and also the Happy Canyon Princess, the Indian girls that are chosen as the Queen and Court for that event. There are all kinds of events that take place all week long during the Rose Festival, along with the big Mid-Way at the waterfront, with all the rides and stuff, all kinds of sports activities of Golf, Softball tournaments and many other things, something for everyone. The Urban Indian club has their annual Delta Park Pow-wow, as many tribes gather for the event. They have all kinds of Indian artifacts for sale also during the Pow-wow. The North West Veterans are on hand each year to post the colors for the annual Pow-wow. Yep! The Rose Festival is a fun place to be all week as there is always something to do. Most of the time fight the crowd at the mid way, getting in line to ride one of those rides they have there. Last year they had the Clakamas County fairduring the Rose Festival week and they had their Mid-Way just adjacent to the LaSalle High school so we took the kids there and they didn't have to stand in those long lines to get a ride. Wonder if anyone from here will come in with the fleet, Yep, they will be saying a gal in every port. This is the time of the year when the basketball play-offs are at their besL.and now the Portland Trail Blazers have been doing pretty well for themselves. They got by the Timber Wolves, in fine fashion and missed out on a sweep over the Utah Jazz, those old guy s, so they have to finnish their feat in the Rose Garden Tuesday night, May 16. 00. And if they get by the jazz they will most likely face the LA Lakers in their series before going after the championship. Against the Jazz they went on a rampage in the first three games, first game Portland 94, Utah 75: Game two Portland 1 03 Utah 85: Game three Portland 103- Utah 84, and ...Oh! Oh! It was Utah Jazz 88 the Portland Trail Blazers 85.. So they had to take the series back to the Rose Garden to finish off Utah. The Indian Rodeos are springing up all over the northwest as this week-end, the first one will be at Tygh Ridge, May 20-2 1 , 00. which will include all the regular rodeo events and added specials like the Wild horse race, and other specials. The first rodeo of the year will be at Tygh Ridge, some people would like to call it Windy Ridge. There will be a rodeo at Omak, Washington after the Tygh Ridge, rodeo, and the one at White Swan, Washington. A rodeo at the Pi-Um-Sha, Treaty Days celebration, in June. This year the dates are June 19, 20 and 21. This event always has a lot of activities going on at all times, like a Softball tournament a big parade, a distance run for the runners, a golf tourney as well as the Indian dancing contests they hold each year. Like they say, "Summer Tfime When the living is easy," there are some people that travel from pow-wow all summer long and make a pretty good living at it, each week they are at a different location but the scene is the same. Wuz down at Shears Bridge watching the fellow Tribesmen fishing one Sunday and some of them were doing pretty well for themselves with the hook and line, while others were doing well on the scaffold, net fishing. Not being a fishermen, I couldn't tell the difference between a Steelhead, Chinook, or a Coho, because they all look alike to me. The only fishing I do once in a while is with a fly rod and I can tell the difference between a trout and sucker. Usually the only thing Icatch is a cold. SS Calica shares To the editor, All the mayhem of Rcferendums and if we don't vote yes our casino will go down. If a lot you you have access to local.TV programming, I noticed every twenty minutes on Fox 39 out of Bend that the Casino has pumped monies into a Ray Charles Concert to be held in Bend! Why couldn't that Concert be held here in Warm Springs? It sure would have brought some business and revenues to Warm Springs. We have adequate facilities to sponsor him here! The Lodge Conference Rooms could have housed a numbered crowd and again brought business to our reser vation. Are we shelling out monies to have our outside cities and com munities succeed? I hear so much of this Madras Site being our savior and to keep the operations and ex penditures up to operating level. And for us Tribal Members after 5-6 years not getting anything out of the Gaming Center and maybe never will! Why isn't there a Tribal Member Appreciation gift given? There are a lot of tribal members who prefer not to gamble or cannot afford to gamble that an Apprecia tion should be given to our people. And limit the winning of Casino Prizes be limited to the people who win them. Can't even get a simple little sponsorship for our local teams Smith encourages To the editor, Dear Tribal Member, I urge each and every one of you to come out to vote on the referen . dum regarding the Gaming expansion proposal near Madras on May 23rd. I am going to vote "YES" and en courage you all to do the same. My reasons for voting yes are as follows: The Tribe is in critical need of alternate revenue sources by the year 2002. The SecretaryTreasurer's Office is forecasting revenue short falls in the range of $5.3 million to $8.4 million annually. This deficit will continue to exist for a number of years unless another revenue source is determined. If the Tribe does not find some type of relief to offset the decline in revenues, the eventual net effect is a reduction of programs, services and projects which will affect most tribal members. Studies reveal that expan sion near Madras fits the short-term financial needs of the Tribe and would substantially offset projected revenue shortfalls. I don't know of any other defined Councilman offers insight on referendum To the editor, On the 23rd of this month, we have a eery important decision to make for all of us here in Warm Springs, and that is to say "No" or "Yes" to whether or not we will build a casino in Madras. It is something that can help us or hurt our people now and in the future depending on how we vote. In my opinion, we can be hurt by building in Madras because we would lose control of our monetary needs. What I see now is that we have very few tribal members working at Indian Head Casino, and we will have even less if we build on land which we cannot fully control. Why build off the reservation when we have plenty of available land right along the highway? Our people would have more opportunity to have businesses for themselves and their families here at home. Almost anywhere along Highway 26, especially near HeHe could be a good location in my opinion. The revenues generated would be at least as much as the Madras site could generate, and perhaps even more. A "No" vote would give us a fighting chance, and a "Yes" vote to build at Madras wouldnot give us that chance. Also, if the vote, were yes, then Apology Given , My apology to those readers who were expecting stories from me on the Gathering of Nations, Ceremonial Fishing and Victims of Crimes. Due to Circumstances beyond my control it was an editorial decision to include these stories in a later issue. . Respectful iy, Lenora Starr, reporter photographer. concerns regarding upcoming for sporting activities, cultural or community activities, let alone hav ing to see our monies go to outside reservations activities. I see and hear day to day from our children and community members how we are treated by Madras people and the law enforcement. If our children were only treated better in schools and by the Madras community. And the law enforcement how they look for every Indian vehicle on weekends and pull them over. Not saying we are all angels but a lot of us get pulled over for supposedly going over the fog line or a license plate light as an excuse of pulling us over get pretty old. Only appreciation we are getting from Madras is for purchasing alco hol from the Liquor Store or Busi nesses that furnish alcohol to our tribal people. Especially when we are always being called drunks from the Madras people. And if the Casino is placed in Madras are they gonna furnish alco hol? Why do the Tribal Police pull everyone over when Kah-Nee-Ta furnishes alcohol and allows it to be taken off the premises? (Golf Course) A lot of these questions are continued to be asked but never get answered. We continue to have our alcohol bet taken away and say it is illegal. How can it be illegal when we are fur nishing it out at Kah-Nee-Ta? You "yes" vote revenue alternative on the table that can meet the Tribe's needs in the near future other than the gaming expansion at Madras. It is anticipated the site at Madras will generated $9.0 million in cash flow in the first year. Whereas, a Warm Springs site will only gener ate $4.9 million of cash flow in it's first year. These numbers will in crease proportionately in following years. As the numbers indicated, the site near Madras clearly outperforms the Reservation site. With the cash flow from the Madras site we will be able to balance the budget arid hopeful begin to invest in other economic ventures in order to diversify our future revenue sources. Location is a key factor in any business. The closer you are to your primary market, Central Oregon, the more people you will attract. Simply put, this is why Madras generates more cash flow. Based upon the fi nancial data, the Madras site is logical and sound business decision. Please vote "YES" to ensure our present financial stability. Sincerely, Ken Smith the Tribe would have to negotiate with the city of Madras and Jefferson County to lease (or buy) land. We would have to pay out more money to move many buildings from their present location in Madras in order to use that land for casino purposes, on top of paying to have them built. I see that traffic counts are much higher for the south end of Madras than they are for Highway 26. The Madras count would also include traffic, which comes across the res ervation, and hopefully all of us will recognize that. Right now many of the cars that enter from the south (Redmond, Prineville, Bend) are some that come to Indian Head. Therefore, it appears as if the same customers would patronize a new casino located on Highway 26 on the reservation because it would be more accessible if located here. These are my thoughts. A woman suddenly yelled out loud that she forgot her "seeds." She then asked around to other adults if they would give her some "seeds." My question to the community of Warm Springs is what is the power, strength and beauty of the sunflower seed? It is possibly the biggest seller at the store. I drove to Redmond the other day with a small pack of seeds and a paper cup. The rhythm was seeds in mouth, splitting them open, eating the seed, spitting out the shells. I don't get it! Was I doing it wrong? Was I supposed to feel some sort of feeling come over me? Write me gotta be a rich person to even cat, buy alcohol, or do business at Kah-Nee-Ta. Our children and tribal members should be allowed to swim and utilize services for a discount or free! A lot more of a discount that we are already getting. I also hear of how Kah-Nee-Ta and Indian Head Gaming are merg ing together in some way of another. WE cannot get a fair share of jobs for our people at Kah-Nce-Ta. We need a Tribal Member Personnel Director so that we may see more of our Tribal members working at our Resort. I had the opportunity to be employed there at KNT in 1996 as a Houseman. But was not allowed to be wandering into the lobby area or where guests will see me during lunch or break times. Are these supervisors ashamed of our Indian People that much? I had to sit and witness a supervisor down right put down a former employee who re-applied for a job say "This guy didn't work out before! What makes me think he will work out now." Kah-Nee-Ta used to ofer shuttle services to and from the Re sort daily, even in Madras, (Safeway). Transportation is an issue and why can't it be done again? I see more white and Hispanic faces at our Resort everyday, not putting them down or anything. And knowing they have families and Why off-reservation site? To the editor, This Madras Casino idea just materialized out of nowhere? Why does that not surprise us, the tribal membership? There was no muliple choice for us, just a flat take it or leaveit, true or false, our way or your way. As a follower of Christ, I don't like the idea of making money off of people's weaknesses. Casino's thrive on people's weakness of covetous ness Aka greed. Casino's breed greed, so to speak. Furthermore, they create ill will or emulations (envy, jealousy). I heard one woman was jealous over her sister, because her sister won a pick-up instead of her. She found the words slip out of her mouth, I wish she would just wreck it on her way home." The shakers rules are that no members gamble. They have a story of canoe races, where an Indian killed his brother, because his brother won the race. They saw the evil of com petition. However, I know our threat of going In-the-Red and I know our casino will be our ace-in-the-hole to overcome our dilemma. Therefore, I am compelled to at lease encourage between the lesser of two evils. To have a casino On-the-Reservation, rather than Off-the-Res. As Sales Manager for Kah-Nee-Ta, when I lived in Port land, I had opportunity to hear why the people were reluctant to take their conventions to Kah-Nee-Ta. In winter, there was nothing to do, ex cept have meetings and go to their rooms. Why don ' t you have a casino, skating rinks, or shopping centers? Believe me when I say Kah-Nee-Ta will go in the Red if the casino goes to Madras. Well, in a few days, it will be time to vote on the gambling issue of location. The Tribal information of the coming lean years is a strong statement of the need of gambling income. Yet, to look upon the issue of gambling is to see an iceberg. Out of the water the top of the iceberg and its beauty-the promise of income and jobs-and know that underneath the water tons of ice, dull and menacing, is the foundation of the beautiful top. For gambling, the ice underneath is the poor and near poor hoping for a better life only to become more in debt and poorer. Is this the path that our father saw us walking? referendum mouths to feed also. But our people talk about how they are 1 in 300 aplicants for any job that Kah-Nee-Ta has advertised as a job opening and having to work on a point system. People losing jobs on a certain point system. Even being penalized for attending furnerals! That get get ri diculous. We don't get any type of freedom of religion on our reserva tion no matter where we see it! Even the Creator and the work we do for our Creator has to live by personnel type policies and point systems. Be ing Indian in the 21st Century will continue to get harder its we continue to allow this to go on and as we lose our precious precious cultural re source which is our elders. If we could only value their opinions and wisdom, instead of take them for granted, cheat, steal, lie and mistreat them. Why not cheish the time they have left in this world and get out and learn all we can from them before it is too late. To all you Supervisors and em ployers, we are all Equal Opportunity Employers and if our Tribal Mem bers apply for positions on the res ervation and are qualified then they shouldn't be screened out for how they live their lifestyles or what took place in their previous lifestyle. When I started with Kah-Nee-Ta in 1986, Kah-Nee-Ta had an income statement with a pitiful $890,000 In-the-Red loss. The manager brought it out of the red, by retroactively stating all the depre ciations and other expenses that our managers prior neglected to state in prior years, to make it look as though we jumped out of the red into the black. Without the casino, mind you. Kah-Nee-Ta will fail again and that loss of profit should be figured inot the profit margin of the casino's profit margin. The big picture, so to speak. To keep Kah-Nee-Ta profitable by the Cental Oregon repeat cus tomers coming to Kah-Nee-Ta rather than cut short at Madras, toplace a casino on the other side of the Res., at Bear Springs would make more sense. The Hwy. 26 traffic is still there (They say it slows down in winter, but I stil lhave trouble getting across the road from the campus toward Kah-Nee-Ta way ). We would remain sovereign in our control of the casino. We'd attract the eastern side of metro Portland who don't wish to fight the traffic to get to Spirit Mt. Casino. Clientele would use Timberline Lodge & Kah-Nee-Ta and vice-versa. The governor wouldn't bust our bubble as easily as he did at Cascade Locks. We'd have two casinos to promote tribal member preference. We wouldn't be donating money to upgrade the Madras police security. We would eliminate the legal hassles that would be inherent with the off-the-res casinos. If it's only a temporary casino anyway, why not just put it at Bear Springs. Why gamble?
