Compact agrees with tribes of

and Washington agreed with the
Columbia River treaty tribes to close
the Bonneville Pool tribal' commer
cial setline fishery for sturgeon be
cause the catch is approaching the
harvest guideline.

Pelton Hydroelectric relicensing discussed with PGE,
possible requirement for referendum in August
Tribal Council took action through
resolution No. 9662 to initiate formal
discussions that would resolve the
competition between PGE and the
Tribes for the right to own and operate
the Pelton Round Butte Hydroelectric
projects on the Deschutes River. This
will, if successfully completed, place
PGE and the Tribes in a partnership
role. Tribal Council also took action
to appoint the Three Chiefs and the
Secretary-Treasurer of the Tribal
Council to lead the formal
negotiations. Discussions are moving
forward to address the ownership
and conditions of how the two parties
would structure the partnership. One
element calls for the draft agreements
to be ready for Tribal membership to
review and vote via referendum in
August of this year.
This would allow for PGE and the
Tribes to jointly file an application
for the next license to the Federal
COCC summer
The Central Oregon Community
College library will be open for
summer term (June 2 1 to August 1 3 )

John Day Pool Setline Fishery:
Remains open, scheduled to close at
6 pm on Saturday, July 31.
Scaffold Fishery: The scaffold
fishery (dipnet, hoopnet, hook and
line, etc.) reopened on June 1 for all
species.
If you have any fishing enforce
ment problems or need assistance or
information, day or night, contact
Energy Regulatory Commission,
(FERC) no later than December of
this year. The necessary work which
includes identifying what measures
will be proposed in managing fish &
wildlife, recreation and cultural
resources during the next license
period. To efficiently compile the
proposed elements of this license
application it will require that both
sides begin discussing issues as early
as possible. The material and work
load required to accomplish this are
significant. Both parties agree we
must start working together in July
or August of this year, says Jim
Manion. General Manager Warm
Springs Power Enterprise.
The settlement discussions also
calls for the tribal membership to
vote through referendum to approve
the settlement agreement. In addition
to the Tribes and PGE agreeing, the
US Department of Interior through
library hours

terms during the following hours:

13: closed. June 14 to 18: 1:00 to

timelines involved.
Tribal Council has been working
on this issue for several years and
understands the importance to the
Tribes in two ways, the economic
element that fund tribal services, and
the natural resource issues that will
be addressed in the next license.
Chairman, JP Patt commented. "It is
very critical that our membership
become aware of how this project
impacts our tribe." The Tribal
Council will be scheduling district
meetings and general council
meetings to help describe the issues
in this process. If discussion proves
successful the Tribal Council would
anticipate calling for a referendum
sometime in August.
