Spilyay Tymoo Warm Springs, Oregon February 12, 1998 9 Export log market down, big sawmill installed Because the export market on large logs has dropped 35 in the past few months, Warm Springs Forest Products Industries has attached a big sawmill to the small log mill. It is not the same as the old sawmill used before the export market went up in 1992. The new one only takes six employees to run rather than 25. The efficiency is higher and cost to run the new sawmill will be lower because lumber from these large logs will be processed through the existing small log mill. The old sawmill used old-style equipment that made more sawdust. The new sawmill contains a new combination edger and head-saw while the rest is made of rebuilt pieces. Using rebuilt equipment saved WSFPI about half the cost if it were brand new. Money saved in their capital budget allowed WSFPI to begin construction in October 1997 for this $3.2 million dollar project. "We hope to finish this project by March," says Rick Saunders, WSFPI General Manager. The chipper portion of this project will be complete by the end of February, Upon completion of this project, current employees will be allowed to bid on these jobs, which will open six good paying jobs, bringing the number of employees up to 189. WSFPI will still export domestic logs to other sawmills. The export market may not be what it used to be for a long time. "We've been thinking about this for about two years, log prices were starting to fall. We will add value by manufacturing ourselves," concludes Saunders. , 4v. - --lit: i r . - ' . . Water standards to be explained Warm Springs tribal elders have always taught that salmon are sacred, and that water is the lifeblood of Mother Earth. Without clean water there can be no salmon. Armed with those beliefs, the Confederated Tribes of Warm Springs approach environmental issues with an emphasis on maintaining standards that perpetuate the continuity of sustainable natural resources. Before the Clean Water Act, and before water quality was a national issue, the Confederated Tribes studied the situation and then took legislative action to confront negative impacts brought about by a variety of events. On August 3, 1967, the Confederated Tribes approved and adopted the "Water Resources Inventory and Water Management Plan" for the Reservation. Eight months later, on April 17, 1968, this plan was adopted as Ordinance No. 45; the official Water Code of the Warm Springs Indian Reservation. , Thirty years ago, a step to preserve and maintain water quality was unheard of, and the document sat on the Secretary of the Interior's desk. The Secretary did not take action to deny the ordinance and it automatically became law on the reservation. With this the Confederated Tribes of Warm Springs became the only Native American Tribe to have a federally recognized water management plan. Since, that time the Environmental Protection Agency was established and one of its primary functions is to see that Clean Water Act standards are complied with. When you realize that the Warm Springs Indian Reservation encompasses 1,000 square miles with approximately 2,000 miles of rivers, streams and high lakes, you can understand the importance of maintaining quality standards. The people's culture demands it and the future of unborn generations depend upon it. That is why in every case, tribal standards meet or exceed federal standards. In continuing its "good neighbor" policy, the Confederated Tribes of Warm Springs will hold a hearing to provide the public an opportunity to understand, review, and comment on the waterquality standards developed by the Tribe in accordance with Section 5 1 8 of the Clean Water Act, Amendments of 1987. The meeting will be at the Warm Springs Community Center Thursday, March 19, from 4 p.m. until 10 p.m. According to Deepak Sehgal, Tribal Water and Soil Manager, the objective of the public hearing is to foster a spirit of openness and trust among the Tribe, EPA, State of Oregon, local governments, regional agencies and the public This also assures the public an opportunity to understand the Tribes' water quality standards program and the Tribes' proposed action. If you are interested in attending or would like a copy of the "Water Quality Standards Beneficial Uses a Treatment Criteria", call the Tribal Water and soil Office at 553-3462 or 553-3557. The document will be mailed to you and a flyer with directions on how to get to the meeting will be mailed or faxed.
