The entire month of October. Dag Limit: One (I) antlercd deer per monih per family. Justification: Hie 1996 post sea son herd counts indicated a buck to doc ration of 29 bucks per 100 docs. The tribal management goal requires a ration of 20 to 23 bucks per 100 docs. This season will provide harvest opportunities while allowing the deer herd to maintain or increase. Deer production in 1997 is ex pected to be high due to favorable weather and good forage. Changes from 1996 recommen dations: One more day in August to hunt deeron the Reservation. Mutton Mountain (Simnasho burn) options. 1. Entire area open. 2. Entire area closed 3. South Mutton Closed without river corridor 4. South Mutton Closure with river corridor 5. Crazing Group option. The Jefferson burn area would be open to elk hunting. Justification: The reservation has a healthy population of black bear and there is very little hunting pres sure by tribal members. One hundred fifty (150) tags were issues in 1996, only two bears were reported taken and they were harvested on a special permit for the 4th of July Feast. Changes form 1996 recommen dations: The established Mutton Mtn. Fire area would be closed to bear hunting. Bird Season 1997 Bird Season Recommenda tions: Season: September I through December 31 1997 Tribal Resolutions Bag Limit: Grouse 3 per day Quail 1 0 per day 1'heasant 2 per day chuckar 10 per day Turkey I per month Migratory Birds: Ducks, Geese, Mourning Dove Bag limits and seasons are estab lished under the Migratory Bird Treaty Act. Seasons and bag limits are the same as federal and slate regulations. Justification: Bird populations arc most affected by annual climatic con ditions and habitat. Hunter pressure is very light on the reservation. Other Restrictions: Hunting of birds is limited to shotguns, archery and pistol fired shot shells. The estab lished Mutton Mtn. Fire area would be closed to bird hunting. The Warm Springs Tribal Council approved the preceding Iv97 Hunting Regulations August 5, 1997. Addi tionally, Tribal Council opted for option 5 in the deer and elk hunting seasons recommendations. Elk Season Elk Season Recommendations: Season: November 1 through November 30 Bag Limit: One (1) antlered elk per family Justification: Elk populations are growing in most areas of the reser vation. The elk herd has reached the lower goal number set in the Inte grated Resource Management Plan. The 1997 post winter herd counts found a bull to cow ratio of 20 bulls per 1 00 cows and 34 1 calves per 1 00 cows. The Tribal management goal requires a ratio of 15 to 20 bulls per 100 cows. "Normally, the Warm Springs Indian Reservation is closed for public fishing, but due to special arrangements, Kah-Nee-Ta Resort can now offer anglers guided fishing expeditions to some of the best fishing anywhere," said ZuAnne Jarrett, general manager of Kah-Nee-Ta Resort. On Sundays and Mondays only, anglers can select from two half-day expeditions that will take them fly fishing for rainbow trout on the Warm springs River (above Hatchery to Mill Creek confluence) or in the Happy Valley Reservoir. Fishermen headed to the Happy Valley Reservoir are limited to five trout per day with no restrictions. Anglers on the Warm Springs River are limited to two trout per day over eight inches long and all incidentally caught bull trout, steelhead and chinook salmon must be released. A full day of fishing on the Deschutes River, along the Reservation's border is available on Tuesdays only. Fishermen can take home two hatchery or clipped steelhead and two rainbow trout over eight inches long. All incidentally caught bull trout and chinook salmon must be released. "Fishermen will have an opportunity to fish some of the most pristine waterways in Oregon," said Jarrett. "The resort is most fortunate to be able to offer this unique opportunity to the public." The public fishing season at Kah-Nee-Ta Resort runs from April 1 through October 31. Expeditions are limited to four people plus a guide. Cost is $225 per person and include a one-day tribal fishing license, transportation to the fish camp, a box lunch and all fishing gear, if needed. Overnight accommodations at the resort are not included in the package, but are available, depending on occupancy. The expeditions are lead by guides from Three Coyotes Fishing Guide Service. Reservations for fishing on the Warm Springs Indian Reservation can only be made by calling the resort at 1-800-554-4786. Resolution 9400 revises tribal Economic Development Fund The Warm Springs Tribal Council and others have long struggled to make available job opportunities on the reservation to tribal members, especially private business owner ship. On Tuesday, August 12, Coun cil passed Resolution 9400, which revises the Warm Springs Economic Development Fund (WSEDF) pro gram guidelines. The resolution also establishesaWSEDFCommitteethat will review grant applications and make final decisions as to who will receive funding for business propos als. Following is Resolution 9400 in full. "Whereas, The Confederated Tribes of Warm Springs seeks to en courage and promote private busi ness ownership among Tribal Mem bers; and, "Whereas, The Tribal Government has established programs and enter prises to assist Tribal Member entre preneurship, including the Credit Enterprise and the Small Business Development Center; and, "Whereas, the Tribal council has appropriated funds through the Tribes' annual budget process to the Special Economic Initiative Fund (SEIF) for the purpose of assisting Tribal Member business develop ment; and, "Whereas, In July 1992, the Tribes' Secretary-Treasurer estab lished the Warm springs Economic Development Fund ()WSEDF), under the authority delegated by the Con federated Tribes' Management Plan, after which the Tribal Council real located, by motion, the sum of $ 150,000 from the Special Economic Initiative Fund (SEIF) to capitalize the WSEDF Fund; and, "Whereas, Since 1992, 16 grants have been made form the WSEDF to Tribal Members through the Small Business Development Center to as sist them with business activities, leveraging over $876,000 of busi ness financing and leaving an avail able balance of only $884 by the end of 1996; and, "Whereas, In 1996, the Tribal Council began issuing loans through the Trial Council Office, directly to Tribal Members, from the Special Economic Initiative Fund (SEIF) for the purpose of assisting Tribal Mem ber business activity; and, "Whereas, the Tribal Council has temporarily suspended issuing loans directly to Tribal Members form the Special Economic Initiative Fund (SEIF) in order to reconsider the administration of the fund, to con sider delegating award authority to a business-oriented committee outside of the Tribal Council Office and to consider changing the program to a grant program, recognizing that the Credit enterprise has been delegated authority to make loans to Tribal Members for business purposes; and, "Whereas, The Tribal Council, after due consideration, now desires to make the following changes in the administration of SEIF: To elimi nate the practice of awarding busi ness loans directly from the Tribal Council Office, To recapitalize the Warm Springs Economic Develop ment Fund from the Special Eco nomic Initiative Fund; To revise the WSEDF's business grant program by expanding eligible activities and making the grant awards more flex ible; To make the grant application review and decision-making process more efficient by established appli cation review timelines; To make the decision making process more business-like by delegating grant award authority to a WSEDF Com mittee; To provide for the long-term administration of the program by delegating WSEDF administration responsibility to the Tribes' Busi ness and Economic Development Branch; now, therefore "Be it resolved, By the 20th Tribal Council of the Confederated Tribes of the Warm Springs Reservation of Oregon, pursuant to Article V, Sec tion (0 and (t) of the Constitution and By-Laws, as amended, hereby approves the revised program guidelines attached for the Warm Springs Economic Development (WSEDF) ; and, "Be it further resolved. That the Tribal Council hereby reallocates the remaining balance in the Special Economic Initiative Fund in the amount of $680,488 to the Warm Springs Economic Development Fund to be administered in accor dance with and use solely for the purposes outlined in the revised pro gram guidelines; ana, "Be it further resolved, That the Tribal Council hereby appoints the following individuals to the WSEDF Committee to serve for a period of three years or until they resign or are removed for cause by Tribal Council : (A Tribal Council Members with business experience); the Credit En terprise Manager, Two Tribal Mem bers (Business Operators or Own ers), Business Professional (Accoun tantBankeretc); and, "Be it further resolved, That the WSEDF Committee members ap pointed above shall, within 30 days, recommend a local Tribal Member business owner and a local business professional to the Tribal Council for 1 appointment to the WSEDF Commit tee.
