I can't imagine a top state official who could look into a merrior and feel no guilt of actions taken in the past. And what's more disturbing, they go along with their business like if there isn't a thing wrong, or they never did any bad thing to anyone. It's time tore-activate Senate Bill 2 1 0 1 , one of the last acts of Senator Mark I latfield presented to the legislative session. The Bill to nullify the Supplemental Treaty between the United Statesof America and theTribes and bands of Indians of Middle Oregon, concluded on November 15, 1865. This Treaty is a Fraudulent Treaty that robbed the Warm Springs Tribes of theirrights to harvest Columbia River salmon. Senator I latfields intent was to clean up a blemish of wrong doing toward the Tribes and Bands of Middle Oregon Indians, in the past. The Governor Kitzhaber successf Lilly put a stop to the Bill and this action has stained relations between Oregon Tribes and the Oregon State Government. I've said it many times before and I'll say it again, that legislators cannot be fully trusted. Never make any kind of a deal with Legislators unless you fully understand what you are doing. But again I say, never make promises with legislators.. They can build you up, put you on a pedestal where you feel like you rule the world, in the mean time they could be sticking a knife in your back. I Iere is the Historical date, "June 25, 1 855," Superintendent of Indian Affairs Joel Palmer, met with leaders of Indian Tribes of Central Oregon, to present a treaty that offered a alternative to the Tribes extermination. Palmer met with the Tribes with a proposal the Tribes could not refuse. Move to a 464,000, acre reservation along the Deschutes River, but retain fishing and hunting rights on 11,000 square miles of land ceded to the United States government. It was clear to the leaders, that if they refused Palmer they would disappear for ever, as had so many Northwest Tribes already, or accept the Treaty and give their descendants a fighting chance at survival, retaining all rights to take Salmon, and big game. While the Tribes agreed to settle on the Warm Springs Reservation in Central Oregon, at the same time they secured those rights to travel north to the Columbia River to harvest the Salmon at usual and customary fishing places. Most White settlers did not recognize the off reservation fishing and hunting rights. Their understandings was to put Indians on reservations and keep them there, In 1865, Superintendent Hunting ton, would trick the Indians by establishing a pass system, to indintify their right to fish and hunt off reservation. He told them that this would give them the right to fish off reservation and the White settlers would understand why theyleft the reservation. What it really ment was they would relinquish all rights to off reservation fishing and hunting and could not leave the reservation unless they had a written pass by the Superintendent. With a sharp tongue and trickery he got 16 individuals to sign the Treaty of 1865. And to top the cake with frosting, non of the signees could speak or understand the English language, and were miss led to sigh the treaty..After the Indians learned of the wrong doing that had happened, they ignored the 1 865 Treaty, and stuck to the 1 855 Treaty, which to us is the only Treaty we have. And now the Governor Kitzhaber is trying to find ways to sidestep all the wrongs the whites done to the Indian Tribes in 1865. Today we break the rules to go to Madras to pay bills the state benefits from, with out our passes from the Superintendent. Let's just hope our Tribal "Council never makes any promises or agreements with the legislators concerning the 1 865 treaty, but tell them point blank to nullify that fraudulent Treaty. YIKES Couches and Players I would like to say thanks to the 15 teams that showed up for die 1st annual CTUIR men's and women's basketball tournament. This tournament was put on for the need of a basketball tourney that would showcase our Tribe's players and community. The last tourney that was put on here was back in 1989 and also a few in the early I98()'s when Buck and Brooker Jones were just starting in the Indian Tournament scene. The history of our Umatilla Tribe comes from the Treaty of 1 855 where the seven Bands of the Cayusc became the Confederated Tribes of (he Umatilla Indian Reservation (CTUIR) at the Fort Walla Walla. Washington. The seven Bands had a land base from the Wallowa's to John Day and across to the Cclilo and Palouse areas. Today our Tribe has about 250,000 acres and a population of 3,000 with 2,000 enrolled members. Today the Umatilla Tribe is growing a lot due to the addition of the Wildhorsc Gaming Resort, Casino, Hotel, Golf course, RV park and Culture Center arc just of the additions to this resort that, economically, has helped our Tribe grow into what it is today. Through these funds, the Recreation Program, in which I am Program Director, is going on a second year as a year around program. Getting back to the Tournament, we would like to keep the tourney going on as an annual tourney. Myrna Frank, Coordinator suggestions made to me; move the teams to Pendleton and their gym's, move the tourney to a longer weekend like on Martin Luther King's Holiday and expand the prizes to the players. Of course, I'm still feeling a little bad towards the awards, but we'll know belter next time around to make the awards ceremony more enjoyable to the players and fan's. I thought that the tourney went well overall and the coaches and players brought a lot of sportsmanship from their teams. Finally, I went out to dedicate this tournament to a few players that have brought a lot of attention to our UmatillaTribc.JulicTaylor, Brooker and Buck Jones are those players and they all have brought a N.I. A. A national title to Pendleton with their last one in 1995. Buck Jones was off to another tournament that he committed too, so we couldn't get them all here to give them a respective "THANKS" to all the years they have played and represented our Umatilla Tribe. These arc just a few words that I have regarding our 1st Annual Basketball Tournament. We have improvements to make and we would like to take a few years to do that and try to make this tourney as big as the Nez Perce, Warm Springs and Yakama Tribe's where more teams go that are representing Tribes all over the Western States. Well, there is your car renewal' license renewal, check renewal etc. The idea of not letting something expire or stop. I guess that would be the most reasonable way to look at the word renewal. A part of the mind of the human race throughout time has been the view of winter as the time of death. And the coming of spring as the beginning of life. Death and life have always gone together. Hey, I said death and life and not life and death. The term "life and death" is heard in movies and advertisement all of the time. Yet wc live death and life. We live for the time of renewal the time of change. In the coming of Easter wc are reminded of the short time of our lives that we live on this place called earth. The piece by George Aguilar, Sr. was very interesting and satisfying. Maybe you can talk him into doing regular column about the old days and how it was then. I also enjoyed the pictures of Miss Warm Springs, and of the Senior Citizens exercising. The information contained there has a real impact on all of us. And let's not forget the Sahaptin, Wasco, and Paiute language lessons. This is an article about composting. What is composting? Well, let me tell you about this interesting concept. Composting is the natural process of decompostion and recycling of or ganic matter into HUMUS (i.e. compost) which is a brown or black complex resulting from partial de composition of plant or animal matter (manure, vegetable matter, wood particles, leaves, grass, etc.) And forming the ORGANIC portion of the soil. What makes COMPOST happen? What can be COMPOSTED? Anything that once lived can be composted. In our soci ety, many organic materials arc wasted. These materials could be considered unrccosrnicd resources! Compostable materials NOT recom mended for home composting in clude: meats, seafood, fats, dairy products, invasive weeds with seeds and dog and cat manures. Our job is to feed the compost macroorganisms and nicroorganism and ensure that they have air, water, brown and green materials. Composting will occur best with a correct balance of materials, moisture, air, particles size, and pile or bin volume. The four R's of COMPOSTING arc: (I.) Reduce your generation of trash (2.)
