10 February 3, 1995 Warm Springs, Oregon SpilyayTymoo Painting bids Invitation to Bid-Painting trim on School exteriors Jefferson County School District 509-J invites scaled bids for painting exterior trim and some siding on four elementary schools in Madras, Metolius, and Warm Springs, OR. Bids must include all paint, materials and labor to complete the projects. All paint used on each Project Site A, B, C, or D shall be from a single manufacturer and is to be that manufacturer's "best" or "top of the line" product and recommended for the intended exterior application on wood or metal surfaces. This contract shall be funded during the 1994-95 fiscal period. Budgetary constraints will be considered when awarding the contract. In the event that the eight bid options exceed available funding, the District reserves the right to reduce the scope of the project prior to bid acceptance. All work on this must be completed and accepted by the District by October 1st. Bid Specification packets will be available from Steve Dove, Maint. Supervisor, only by attending a mandatory pre-bid conference. Conferences are scheduled for Mondays, January 30; February 6; February 13; and Tuesday, February 21, 1995; fro m9:00 to 1 1 :30a.m. Potential bidder should meet Steve Dove at the main entrance of Madras Elementary School 215 SE 10th Madras. State Human Resources Branch honors employees The Human Resources Branch and Health and Wellness Center employees began a quarterly and annual awards luncheon in 1993 to recognize employees who are exemplary. Those employees who put the needs of others first, recognize positive change, and willingly give that little extra knowing their effort contributes to our "healthy community in Indian country by the year 2000" goal - all for the benefit to our people. On Friday, January 20 Human Services Branch Manager, Sal Sahme, and Director of IHS, Russ Alger, presented awards at the annual awards luncheon held at the Health and Wellness Center to two employees and two groups (departments) nominated by individuals in the Human Services branch and Health and Wellness Center. The branch manager presented the individual award to employee Rebecca Hunt, who had a choice of $200 cash or $200 gift certificate at Kah-Nee-Ta. The group recognized in Human Services branch was Robert Wood Johnson, who received a certificate. Russ Alger presented an award to Dental Clinic as a group, they received a certificate. Classes will include 30 hours of written instruction during April and May and 12 hours behind the wheel training, which will take place at Redmond High School in June. Students will be eligible for reduced insurance rates upon successful completion of this course. To ensure enough vehicles are available to accommodate all parties interested, the Madras COCC Center asks interested parents or students to contact the Center at 475-2136 before January 26. McCormack. was arrested for driving while intoxicated on the Warm Serines Reservation. As ordered by the court I am writing this letter ot apology to the citizens of Warm Springs along with my sincere regrets for my actions on that day. Sincerely, Robert H. McCormack J certificate at Kah-Nce-Ta (due to IHS ethics, no gifts above $50). Before the awards were presented Branch Manager Sal Sahme introduced Department Heads and their successors. Each department chooses a successor who attends branch meetings with the department heads to learn. This is to encourage tribal member preference in the organization. Department heads were to tell one joke, as they wanted to make this event fun for everyone. Each department head spoke of changes in their department and new faces and goals they are working on, and introduced their successor. Mary McNivens, CPS Director announced the training their department is doing with families to help them to be more responsible foster parents. Training is 40 hours of classes. Gayle Rodgers, Social Services Director announced that Floyd Gibson was promoted to Contractor of Employee Assistance Program. Russ Alger announced that Dr. Creelman was awarded as Clinician of the Year (see related story on page 2). Alger mentioned also that physical therapy may become a service at Warm Springs in the future. Human Services Branch awards luncheon was catered by Deschutes Crossing-Salmon with all the trimmings. Enrolled member of the Confederated Tribes of Warm Springs, George "Ka-Wiow-Na" (One Feather) Umtuch, Jr. of Granger, Washington passed away Thursday, January 19, 1995 at the Providence Hospital in Toppenish. He was 58. George was born August 6, 1936 in Simnasho, Oregon. His parents are George and Josephine (Miller) Umtuch, Sr. George attended schools in Warm Springs, Oregon and graduated from the Chemawa Indian School. He then attended the Willamette University, majoring in journalism. In 1957, while attending Oregon Tech., he married Patty Wilcher in Reno, Nevada on May 23. He then moved to San Francisco, California and worked in silk screen printing for Gallo Wine Co. Later, he moved to Modesto, California and attended the Modesto Junior College for three years. While going to school, he worked for the Modesto Paper and then for the Los Vanos Review. In Sixty-four year old Marjorie D. Rouse of Warm Springs passed away January 24, 1 995 due to natural causes at Mt. View Hospital in Madras, Oregon. She was born March 18, 1930 in Livingston, Montana to Emery and Mary (Maddex) Royer. She married Charles Rouse, December 12, 1981 in Portland, Oregon . She was a former resident of Reno, Nevada, and has lived in Warm Springs since 1981. She was employed as an accountant for Kah- Enrolled member of the Confederated Tribes of Warm Springs, Wilkins "Popeye" Hellon passed away Wednesday, January 25, 1995 in Warm Springs. He was born December 1 1, 1925 in Warm Springs to Moses and Juanita (Wainanwit) Hellon. He married Louise Hellon on March 16, 1960. Wilkins was a lifetime resident of Warm Springs and a member of VFW Elliot Palmer Louise Rector of Redmond died at a foster care center on Monday, January 30, 1995 at the age of 84 years. She was born June 5, , 1910 in Cordell, Oklahoma to parents, Coleman and Florence (Wetmore) Bewley. She finished high school and graduated from Barnes Business College in Meeker, Colorado and on April 9, 1934 she was united in marriage to Herbert H. Rector in Meeker. They moved to Powell Butte in 1946 and lived throughout Central Oregon until 1967. After a time in Portland, she moved back to Redmond in 1976 following her retirement. During her working years she worked for Great Lakes Carbon Sixty-year-old Elueterio "Tony" Torres of Madras, Oregon died Monday, January 30, 1995 at Mt. View Hospital of natural causes. He was born April 18, 1934 in Brownsville, Texas to Jose P. and Teodora (Tejada) Torres. He married Caroline Walsey in Goldendale, Washington, March 22, 1 957. Torres was a former resident of Sunnyside, Washington, he moved to Madras in 1955. He was employed as a section foreman for Burlington Northern Railroad. He also worked for Eldon Barker at Eldon'f Rentals in Madras. In 1965, he began working for the Oregonian Newspaper and retired after 25 years ot employment. George lived a very active and full life. He enjoyed golfing and bowling but his greatest love was being with his family and friends. He was a member of the Hole-In-One Golf Club, he was involved with the Indian Education Board, the National Indian Council on Aging, the Yakama Nation Basketball Tournament Association and the Wanity Park Golden Eagle Senior Citizen Association. He is survived by his wife Patty Umtuch. They made their home in Granger; three sons, Glenn Umtuch of Toppenish and George M. Umtuch and Johnathan A. Umtuch of Portland, Oregon; four daughters, Su Ellen Hansen, Lorene E. Umtuch, Kathryn L. Umtuch and Mary Kaye Umtuch all of Portland, Oregon; two brothers, Clarence S. Umtuch and Reuben Umtuch both of Toppenish; Marjorie Rouse Nee-Ta Resort. Her interests include knitting, crocheting and cooking. Visitation was held Thursday and Friday, January 26-27, 1995 at Bel Air Colonial Funeral Home in Madras, Oregon. Funeral services were held Friday, January 27 at the Lutheran Church of the Good Shepherd in Madras. Reverend Sonja Johnson officiated the services. Final Inurnment was private. Survivors include her husband Charles of Warm Springs, children; Wilkins Hellon Post 4217. Prayer services were held Wednesday, January 25 at the Bel Air Colonial Funeral Home. Dressing Ceremonies were conducted at Simnasho Longhouse Thursday, January 26, overnight services followed. The burial services were held at sunrise Friday, January 27, at Simnasho Cemetery. Survivors include his wife Louise, Louise Rector in Terrebonne for 8 years, and the Bureau of Indian Affairs in Warm Springs and Portland for 13 years. Louise was a member of the Powell Butte Christian Church. Her Husband Herb preceded her in death on July 12, 1967, also preceding her were her parents, 2 brothers, and a sister. Survivors include her daughter; Sharon Penhollow of Redmond, her sons; Bill Rector of Chico, California, and Lloyd Rector of Pacific, Washington, her brother; George C. Bewley of Norwalk, California. Her sisters; Ruth Lockhart of Downey, California, Maurine Moyer of Tony Torres Patrick Catholic Church in Madras. He enjoyed playing cards. Recitation of the Rosary will be Thursday, February 2, 1995 at 7:00 p.m. at Bel-Air Colonial Funeral Home in Madras. Mass of Christian Burial will be celebrated Friday, February 3, 1995 at 10:00 a.m. at St. Patrick Catholic Church in Madras. Reverend Todd Unger will officiate. Final Interment will be at Lower Seekseequa Cemetery in Warm Springs. Survivors include his wife; Caroline Torres of Warm Springs, two sisters, Eleanora U. Bill of Wapato and Nina U. Elwell of Toppenish; eight aunts, Gladys Thompson, Marina Miller, Adeline Miller, Prosanna Williams, Bernice Mitchell, Verbena Greene all of Warm Springs, Oregon, Dorothy Miller of Toppenish and Betty Moses of Wapato; twelve grandchildren and numerous nieces, nephews and cousins. He was preceded in death by his parents, four daughters, Rose, Helen, Nora and Ethal Elizabeth, a brother Lee Umtuch and a sister Delores U. Buck. Dressing services were held Saturday, January 21, 1995 in the Colonial Funeral Home Chapel in Toppenish, Washington. He was then transported to the Warm Springs Agency Longhouse in Warm Springs, Oregon for services over the weekend. Concluding services and burial were held at day break on Monday, January 23, 1995 at the Dry Creek Cemetery in Warm Springs, Oregon. Janalyn K. Ratsch of DesMoines, Washington, Jeaneene M. Larson and William D. Cahan of Salt Lake City, Utah, Lance E. Rouse of Colorado, Randy J. Rouse of Minnesota, Connie Pierceall and Laura J. Rouse of Hillsboro, Oregon, 20 grandchildren and 7 great grandchildren. Also surviving are two sisters, Elma Smith of Billings, Montana and Betty Schaeffer of Warm Springs. She was preceded in death by three brothers. step children; Sam Starr and Cherily n Starr and three great grandchildren. He is also survived by his sister, Geraldine Blodgettof Warm Springs. He was preceded in death by 4 brothers; Earl Hellon in 1 936, Richard Hellon in 1969, Thurman Hellon in 1934 and Delbert Hellon in 1950, and two sisters; Bertha Kalama on April 24, 1983, and Gladys Yallup on August 11, 1977. Meeker, Colorado, Marie Fanning of Cameron, Missouri. There are also 8 grandchildren, two great grandchildren, numerous nieces and nephews surviving. The family has asked that memorials may be sent in Louise's name to Powell Butte Christian Church, Rt. 1 Box 386, Powell Butte, OR 97753. Funeral services will be held Friday, February 3, 1995 at 2:00 p.m. at the Powell Butte Christian Church with the Reverends Jim Penhollow and Carrol Mcintosh officiating. Interment will follow at the Redmond Memorial Cemetery. his children ; Mary Torres of Oakland, California, Lupe Katchia, Tony Torres, Donna Torres and David Torres all of Warm Springs. Also surviving include his brothers; Willy Torres, Alberto Torres of Florida, Euillirm Torres of Brownsville, Texas, sisters; Maria Torres of Brownsville, Texas, Jovita Torres of San Bonita, Texas and Guadalupe Garcia of Brownsville, Texas as well as 7 grandchildren. He was preceded in death by his brother, Lucio Torres, he died in 1965.
