" .. ..... f t Small pup waits patiently by door 25 fcir Economic conditions, water important State Senator Ken Jernstedt has been appointed to two committees which will be dealing with areas of great concern to his large Senate District 28, which runs as far east from the Cascade as Gilliam and Wheeler Counties, and from Bend to the Columbia River. Deteriorating economic conditions and radical changes in ground water tables and wells, and competing uses for water are plaguing the state and particularly eastern Oregon. A number of very impor tant bills addressing these prob lems will be heard in these Jern stedt committees: Trade and Econo mic Development and Water Policy. The new governor has laid out an eight-issue program on which he urged legislative action within sixty days. One of these priorities is approval of legislation for a bi state commission with Washington to administer the new Columbia Gorge Scenic Area created by the last congress. In commenting on this Jernstedt remarked: "I would be very surprised if this can be achieved within such a time frame. The governor may learn that head ing up a city with four commis sioners is quite different from work ing with a state legislature consisting of 90 prima donnas." Henry elected Vernon Henry won the approval of the south-end voters in the Jan uary 19, 1987 elections that decided who the new Chief of the Paiutes would be. Town center under study The idea for having a commer cial center has been around for a long time. That idea may get closer to reality, as the "Warm Springs Shopping and Town Center" plan ning project is soon to get started. The decision to actually build a "town center" hinges on a number of issues which need to be addressed and reviewed with the community. Perhaps the biggest issue is accep tance and support of a "town cen ter" plan. Will the community be comfortable with the location and design? Will the community sup port and welcome tourists and other highway traffic into the center? Also, the states want to require a swivel between the ground line and the hook, and require circle hooks with 1 minimum gap instead of stand ard hooks. Tribal and inter-tribal representatives were able to delay Upper Deschutes study submitted The Parks Division recently sub mitted studies to the Oregon Legis lature concerning scenic waterway qualifications of the Upper Des chutes River, Opal Creek and Opal Lake. A draft study, released in late August, indicated that 59 miles of the Upper Deschutes River met qualifications for an Oregon Scenic state issues for school groups to visit the capi tal, and to have young people serve on a one day basis as an honorary nace for the senate." A Districts will merge Superintendent of the Jefferson County Education Service District, Darrell Wright, announced on February 2, 1987 that the Antelope and Madras-area school districts will merge. State department of Education ruling states that districts enrolling less than six children must merge with larger districts. Since the Antelope district has only two stu dents enrolled the Wasco County Waterway. Public hearings were held in late September in Madras and Bend. The only major change in the study resulting from testimony at the hearings was to agree that a three-mile section also qualified for designation. The segment extends from Lava Island Camp to the Bend Urban Growth Boundary, according to John Lilly, Parks assis tant administrator. A minor revision was made to reflect public concerns for future management of developed areas within the qualifying areas, such as the Crooked River Ranch in Jef ferson County. The '85 Legislature also designated Opal Lake and Opal Creek as scenic waterways for two years pending a qualification study by the Parks Division.
