W hat would the long- run effects of M easure #1 be on econom ic devel opm ent in the state? This is a very difficult question to answ er on how M easure #1 w ould effect economic development in Oregon. Som e businesses would be bet- ter off w ith M easure #1, receiv ing m ore in pro p erty tax than they w ould pay in sales taxes. O thers w ith relatively low p ro perty taxes an d relatively high purchases of taxable goods, would pay higher to tal taxes. Some firm s o perate in markets where they w ould be able to pass the additional taxes onto consumers o r employees, others do not. Sales and use tax, a retail tax, is a tax on the sale o f tangible personal pro p erty and services im posed a t the retail level. The proposed sales and use tax would be a five percent tax on goods tangible personal p roperty only. Services w ould n o t be taxed, n o r w ould real estate, stocks or bonds. G oods purchased by the federal governm ent w ould be exem pt, as would m ost purchases by state and lcoal governm ents. M ost purch ases by churches an d ce rta in n d n -p ro fit schools an d charitable organizations would also be exempt. H ouseholds w ith annual incomes below $17,500 w ould be eligi ble fo r a refund based on fam ily size and incom e levels, A person who, applies fo r this refund would use the sam e form now used fo r the Homeowners And Renters Refund Program (HARRP).
