Smith seeking write-in votes Dear Tribal Members, I definitely will seek election to the Tribal Council from the Agency District as a write-in candidate. Some tribal members believe th a t th e C o u n c il to o k appropriate action to do away with the write-in candidates on the Agency District ballot. This is not true. The Council did not take action on Ordinance No. 44 w hich covers election matters. Nor did the Agency District voters. N o resolution or ordinance was acted upon; no official motion was even made. The Seekseequa and the S im n a s h o D is t r ic ts are accepting write-in candidates which shows inconsistency with the Tribal, C ouncil Your members. Such an issue as the electio n procedure is an important matter and should be addressed properly as stated in the Constitution which says that an attempt should he made to have the full Council’s participation in important matters. N o such attempt was made, and since the Council did not take appropriate action, Chief Nelson Wallula- tum’s opinion is only that. As a tribal member, I feel that my rights have been violated or an attempt to violate them has been made. If I should be lucky enough to win the election, I intend to pursue this matter through the fullest legal procedures to ensure that my individual tribal rights are not violated. This is vote Tribal Members: With Tribal Council member elections coming on Friday, April 1, I would like to encourage each of you to vote. This is your reservation and governing body. Whoever you ch oose to vote for w ill represent you for the next three years in making their decisions. Their decisions will affect you, the reservation, and the future. Many tribal members have not been satisfied with some of past Council’s decisions. This is your right and privilege as a tribal m em ber o f, whom Council is to represent. Also, it is your right and,,privilege to vote for the candidates you feel would be,st represent you, the reservation, and issues to be dealt with. In the past, when attending General Council meetings and District meetings, many tribal members have expressed concerns, questions, and disagreement to Tribal Council. Many times we have is one of the main reasons I wish to be a Tribal Council member to help our Tribes to become better organized for the benefit o f the people. If elected, I intend to: Improve Tribal Council com m u n ication s with the people by providing adequate information and clear answers to the peoples’ concerns; Establish and support a training and em ploym ent policy beneficial to tribal members and understood by tribal members, Presently, we do not have a well-understood policy on employment and it is difficult to work under these conditions. If we are to truly govern ourselves, then tribal members must learn to make decisions that involve and train important heard, “you are the ones that elected us.” If you, as Tribal Members, are not satisfied with this answer or past Council’s representation o f you, this is your time to do something about it. Vote! And vote for those that you feel will benefit this reservation and we the people. Look into th eir p ast a c h iev em en ts, accomplishments, stands or risks they are campaigning to take, and their ability to communicate in keeping us in fo rm ed . T h is is y o u r reservation and your time to do what you feel is right. View H osp ital board o f directors is that I feel that we need a representative on the board from our community. We also need better community understanding of what the hospital offers and we need towork on improving the rela tio n sh ip w ith W arm Springs. I feel, also, that we need to make Warm Springs feel that Mt. View is their community resoruce. Since Warm Springs is involved and using the hospital, I feel Warm Springs should have representation. I would like to see improved f i n a n c ia l v i a b i l i t y an d programs offered to enable hospital employees to better u n d erstan d cu ltu ra l and traditional ways, healing, diet, In d ian ’s attitudes toward illness and their reaction to grief. In working as a community liaison with school district 509- J, I have found similar needs, whether they be in Warm Springs, Madras or Metolius— those needs all fit together. Because PHS and employee health insurance through the Confederated Tribes of Warm Sprngs provides a large financial assistance to the local hospital, I feel the board is in need o f a p erso n w ith constructive input for the community of Warm Springs. I encourage you all to vote. If you registered, please do so, Untruths hurt many To the People, as this should not affect our personal and family relation ships with either side of the two families. I would like to apologize to those who have been hurt by these misunderstandings and untruths. I would like to take this time to clarify something. Whatever has happened between me and my brother in the past, should in no way, affect my family, my brothers in-laws or my in-laws. View Hospital Board E d ito r’s Note: Tw elve names w ill appear on the M arch 29 hospital board ballot. So as n ot to split the vote, three o f these people, Jerry H u ff, Bob Jackson and R o bert L o w ry , are tribal members to become qualified in all types of jobs including management arid supervisory jobs as an overall objective. This will take years, but we must begin to take some definite action soon. We must be able to tell tribal members how they may fit into the tribal organization or tell them they will not fit into the tribal organization. It is too difficult to tell the truth? I think we must level with our tribal members. It appears that the tribal organ ization respects and listens only to consultants, yet they have not solved our problems in the human services department because of the need to understand peoples’ problems on the grass roots level, and for the grass roots people to understand their own problems. We need written policy and procedures to hire consultants and set up a procedure to learn from them. At the present time, we have no clearly understood procedures on how we are to use consultants. ■ I believe that some o f the T ribal C o u n cil’s business involves minor issues that could be taken care o f by some adminstrator. Lloyd Smith, Sr. was denied his p ic t u r e a n d c a m p a ig n statement to be printed in the Spilyay Tymoo by a vote of Tribal Council or decision of the Agency Chief. It is not clear at this time if the write-in type of voté will be allowed at all. If not, this would limit the choice o f the people. Let us look at our Tribal Constitution: Article IV-Organizatiori of T rib al C o u n cil, S ec. 7: “ M a n n e r o f E 1 e c t i o n s - Elections shall be by secret ballot or by prevailing custom, as may be desired by the people.” That statement reads “. . .by the people.”—not representatives or district chief. Ordinance # 44 in which the Tribal Council o f 1968 “...has, determined that it is desirable to adopt uniform procedures for the holding of Tribal elections... Each ballot shall have a place for the voter to enter ‘write-in’ votes in the event that the voter shall wish to vote for some candidate whose name is not on the ballot. ’T(Sec. 28 Ord. 44) An ordinance is law; in changing or deleting any part such as the “write-in” section is a matter o f great importance and should be...“by the desire of the people.” The principle here is equal opportunity, freedom of press, freedom of speech and who is to elect the Tribal Council. Let us not let‘prevail custom’ be set to limit the free choice of the people as to who would be the best person for the job. Protection of all entities in this election procedure is badly needed. Basic freedoms are a must if we are to continue the government our past leaders wanted. Sincerely, Lewis E. Pitt, Jr. Tanewasha seeks board seat To the Editor, My interest in being elected to the hospital board lies in the d ir e c t io n o f im p r o v in g communication between the hospital board and the Warm Springs community in general. I would also seek to improve relations among Mt. View Hospital providers, the Indian Health Service and the Tribe. As a member of the hospital board I would see myself in an advocacy roll being concerned that quality care is given to the Indian people. I will focus on some o f the cultural differences I have o b se r v e d in c lu d in g th e language barrier, nutrition and what I feel is the insensitivity towards the involvement of the extended families when a family member is hospitalized.
