The mayor, looking tired, said he was subpoenaed while he was In the bathtub at home, getting ready to visit his doctor. City Commissioner Stanley Earl, who testified earlier before the Senate committee, also was sum moned before the grand jury. But later he was told he could go home and probably would be called again Monday. In Washington, Schrunk denied an accusation that he took a $500 bribe while Multnomah County (heriff. He also declined to take a lie detector test, explaining he thought some of the questions to be asked him were improper. Among others called Thursday ; before the grand jury, investigat ing charges of vico and corrup tion, was Mrs. Phyllis Detrick, secretary of Clyde Crosby, Oregon Teamsters Union boss. Crosby, who also testified at the Senate hearing, was indicted by a previous grand jury. Washington's Session Ends; Budget in Red OLYMPIA (fl Washington's J5th Legislature adjourned shortly after 4 a.m. Friday alter approv ing a state budget $41,700,000 out of balance. The deficit figure was conceded on the Senate floor by Sen. How ard Bargreen, Democratic major ity caucus chairman and head of lhe Senate Ways and Means Com mittee. Despite the apparent deficit, Gov, Rosellini said he docs not plan to call the Legislature hack into special session Immediately. He added, however, if, after analyzing the slate fiscal picture, he finds the Legislature has ap propriated funds "substantially" beyond foreseeable income, he "will not hesitate to call a special session.". As the midnight deadline for winding up the RO-day session drew near. Sen. Gerald Nixon. Tacoma Democrat and retired engineer, called on the legislators to .. slart "railroad" legislation needed for adjournment. Ignoring the warning signals of the Republicans, the Democratic majority highballed through two major appropriation bills author izing state agencies to spend more than a billion dollars during (lie two year period beginning July 1. They sidetracked Republican at tempts at amending the spending bills, using parliamentary proced ures to muffle GOP moves to amend and argue Individual items in the budget bills, BUSINESS MIRROR Wreck Kills Ore. Starkey, 41, Chiro, was struck by the station wagon as he made a . left turn In the middle of the road. Costly Credit, Caution Shrink Expansion Ideas of Executives Bv SAM DAWSON NEW YORK Wi Caution and costly credit seem to be shrinking business executives' notions of how much they should spend on expansion this year. The total dollar outlay still is expected to be more than last year, although part of this Is due to higher costs, and some may be spending held over from last year because material snortages then delayed some building projects. Tape Records Said Smuggled By Teamsters DETROIT Ifl Michigan's at torney general, Thomas M. Kav. anagh, Friday asked the Senate committee Investigating labor-industry racketeering to inquire into reports that the Teamsters Union in Detroit used tiny recording de vices to smuggle secret testimony out of a grand, jury chamber. Kavanagh wrote Sen. McClol lan (D-Ark), chairman of the committee: "This office has been investigat ing the matter, but has been ham pered by the lack of subpoena pow er and other legal machinery." Kavanagh said he had informa tion indicating that members of the Jcamstcrs Union used ingen ious equipment to make wire re cordings of testimony they gave In ihm Deiore a grand jury. Meanwhile, Michigan's Demo cratic state administration, which has strong CIO support, went out oi its way to disown any connec tion with Jimmy Hoffa of De troit, Teamsters' vice president. who was arrested by the FBI on bribery charges. Gov. G. Mennen Williams is sued a slatemcnt saying that Ilof fa's Michigan political tics are with the Republicans, not Demo crats, there was no immediate comment from Republican leaders. Hanford Dual Reactor Plan Gets Support PHILADELPHIA HI A pro posal by Sen. Jackson (D-Wnsh) to construct a dual purpose re actor at the llnnford, wash., atomic works to produce electric power as well as plutnniinn was backed Thursday night by the chairman of the Joint Congres sional Committee on Atomic Energy. Rep. Durham (D NC) address ing lhe National Industrial Con ference Board, said the project "will be high on lhe list for con struction by the joint committee in coming weeks." Jackson's bill for a renclor lie said would produce 200.000 kilo waits of power in addition to Plu tonium passed the Sennle last session hut failed in the House. He snid Thursday he plans lo re introduce it at Iho present ses sion. In discussing the reactor, Dur ham said America's "vast plants for producing weapons material. 1)2.15 and Plutonium, arc turning out record qualtities of material. " Ho questioned, however, wheth er it was enough. "Unfortunately, our mililary planning is apparently geared to current productive capncily, in slcnd of our needs threo or lour years hence," he snid. Durham told the board: We should authorize conslruction of an additional Plutonium produc ing reader at Hanford. H would seem wise to also make provis ion for utilizing the wnsle heat for producing electric power." Jackson has estimated a dual reactor would cost t5 million dollars. The Commerce Department and Securities Exchange Commission regularly poll businessmen on their spending intentions. Last fall, the businessmen said their nlans called for spending 38 bil lion dollars this year on new plant and equipment Now business plans have been whittled down to slightly under .17 'i billion. This still would be a record. And it would be a strong prop to the general economy. But while this will be a 614 per cent increase over last year s rec ord of slightly more than 35 bil lion, the gain appears slim against 1950 s whopping 22 per cent in crease over 1955. A breakdown on business spend ing plans for 1957 shows the cross currents in today's business. In dustries expecting to spend less include: nutos, down 25 per cent textiles, down 20 per cent; and slighter drops by tobacco and con struction material firms. Fewer stores and super markets may rise this year, as commer cial building Is expected to be off by 6.1 per cent Utilities, blessed ' with steadily rising sales and demand for their services, are set for the biggest increase in spending of any divi sion more than six billion dol lars, up 23.
