LABOR STRAIT JACKET Russ Youths Must Toil for Degrees By THOMAS P. WHITNEY AP Foreign News Analyst The Kremlin, in a drive to re gain control over restless Soviet youth, has promulgated a scheme to bind students in a straitjackct of labor before and alter their university course. The plan is apparently intended to punish students In higher edu cational institutions for numer ous manifestations of discontent with the Soviet system. Last week the first deputy min ister of higher education, Vscvo lod N. Stoletov. announced Soviet universities will be restricted to youths who have put in two or three years of hard labor in fac tories or on farms. "Under present conditions, with higher educational institutions overcrowded, we must presume that it's a law mat the road to higher education lies through work in factories and farms," he said. The deputy rector of Moscow University, G. Vovchcnko, said university graduates should get their diplomas not at the time of graduation but only after they have nut in two years of "practi cal"' work in the field. This," he declared, "will help Soviet young people gain exper ience and those who fail in it should not be granted their di plomas. This looks like an elfort to pre vent evasion of obligatory "work assignments given to all Soviet graduates of higher educational institutions. These work assign ments usually are in remote and desolate areas which city-bred young people find unpleasant Thousands of graduates manage through one or another device to escape them. Boeing Sued For Mid-Air B52 Blowup SAN FRANCISCO I - A $400, 000 damage suit was filed in U. S. District Court Tuesday against Boeing Airplane Co. of Seattle and others as a result of a B52 crash in which four airmen were killed, The action was brought by Mrs. Ruth Stcfanski of Merced, Calif., widow of Mai. Edward L. Stefan ski, 38, pilot of the plane which exploded in the air near Tracy, Calif., Feb. 16. 1956. Mrs. Stcfanski's suit also named Thompson Products, Inc., aircraft parts manufacturer, and several other corporations whose identities were not specified. The widow contended that Boe ing and the other defendants were careless in the design, manufac urer and assembly" of the plane. Monday in Washington, a report to Congress was made public in which the Air Force said the B52 had about as good a safety record as its predecessors despite five major accident. "Every conceivable effort is be ing made to eliminate those fac tors which have resulted in the loss of our B52 aircraft and their air crews," Secretary of the Air Forco Ouarles wrote the chairman of the House and Senate Armed Services committees. The correspondence was made public by Rep. Sisk (O-Calif) Four of the five accidents in which a total of four aircraft were de stroyed and 27 crew members killed occurred in or near Sisk's district. The report said the first B52 ac cident, over which Mrs. Stcfanski brought her suit, was caused by failure of a generator driving mechanism, "a relatively new item of equipment." BUSINESS MIRROR Consumers Go Right on Buying AtRateThatMade'56SoGood By SAM DAWSON NEW YORK 11 - Consumer spending is still the brightest spot in the economy today. People go right on spending their slightly in creased incomes at about the same rate as Hint which made- 1(156 such a good year. Neither i rising prices nor; light credit has stopped mom. And as long as they go on that way, busi ness will go on booming. Retail sales arc at a record vol ume, the Federal Reserve Board reports, although industrial output dropped off a little bit in January, and unemployment rose. But consumers arc getting more choosey and shop around more. And their shifting tastes arc dis appointing some industries. Sales of new cars and TV sets, for ex ample, haven't hcen as large, as the. makers hoped. , Merchants aro keeping a sharp eye out for price resistance by their customers. The creeping in flation of the last year, apparent first at the manufacturing level and among the various services, is now showing up in the nation's stores. Any real customer resist ance to the higher prices would work back quickly to the factories. Some economists hold that in flation is already topping out, without the brako of price resist ance. They base their arguments on the (actor of increased industrial capacity. The big expansion pro gram of most industries has put many of them in the position ot being able to produce more now than there is present demand for. These economists hold that this will prevent much further increas ing of prices, even though rising wage scales will put pressure be hind it. It this surplus industrial capa city should lead the economy to hack away from full employment, Hie economists argue, this would weaken one factor behind rising prices the pressure for still high er wage scales. There is another school ot eco nomists, however, that believes that inflation is still a very real threat. A number of Washington officials back this view. They hold that the present cas ing of the money market Is only temporary.. They argue, that if bus iness lets up on Us demand for more funds to finance still further expansion, increased government al spending at all levels will take up the slack. Many predictions of continuing good times arc, in fact, based largely on expectations of big spending by federal, stale and lo cal governments. The demand for schools, roads, as well as expand ing defense needs, is great and with no apparent end in sight. Central Point Vetoes Bonds MEUFORD lT) Two proposed bond issues totaling S2.li.ooo for improvements at Crater High School in Central Point were over whelmingly defeated Monday by voters of school district 6-C. One, which would have provid ed $lfiO,000 to' finance classroom additions, was beaten by a vote of 775-354. The other, an $05,000 issue to finance completion of the athletic Held, was rejected 800- 176. It was ono of the heaviest votes cast in recent elections in the dis trict. The votes cast represented about 60 per cent ot the registered voters, said II. T. Jewell, district superintendent.
