'The expectation was outlined by bureau spokesmen in recent testi mony, made public Wednesday, before a House Appropriations Subcommittee. BLM Director Edward Wonzley told the committee this level of sales would relurn an estimated U.S. Chamber Fights Federal Aid to Schools House Testimony Says Classroom Shortage Doesn't Exist WASHINGTON Wl The U.S. Chamber of Commerce said to day there is no critical national chortagc of classrooms, and that It regards federal aid for schools construction "unwise and unncc essary." Tho chamber position was pro tented to a House Education sub committee by Thomas A. Ballan- tine ot Louisville, Ky., chairman of the Chamber of Commerce Commitlee on Education. He said in prepared testimony: "II is the consensus of business In this country that (he slates and their communilie arc responsible for, and able to finance the de velopment of the school systems required by their citizens." Federal help he said, "would lead inevitably to the transforma tion of public education from a state and local function to one increasingly directed by the fed eral government." "No critical nationnl shortage In classrooms has been or can be demonstrated to exist," he said. The House committee has be fore it an administration bill which would provide for 11,300,- Ono.WiO in federal niil for school construction over Iho next four years. Other proposals also are under cmnmlllee consideration. Ballnnline said a report by the U.S. Office of Education slates 83,001) new classrooms were built In the year ending last fall. About 49.000 or these would have taken care of the report's estimated en rollment Increase of a million and Its estimated figure of 14.000 for abandoned classrooms, Ballantine aid. That, he added, leaves a surplus Of 14,000 classrooms for "pupils In excess of enrollment capacity." 28 million dollars In receipts, com pared with the 244 million an ticipated this year from a cut of G70 million hoard feet. Western Oregon counties in which the lands lie receive 75 per cent of tnc O&C receipts although they now arc returning a third of this for access road construction. James F. Doyle, BLM area ad ministrator, attributed the in creasing cut to revisions now go ing on in the 20-year-old inven tory. He estimated completion of the inventory may permit an allow able cut within sustained yield limits of as much as 750 million board feet. He said the inventory shows an average of 31 per cent more timber than was believed obtainable under previous studies, Included in appropriation re quests for the O&C program in the year beginning July 1 arc JG.020, ooo for access road construction, $1,004,000 for reforestation and an unspecified amount to provide housing and other facilities for fire fighters ' at Scottsburg, Ore. All but the fire fighters hous ing and $104,000 of the reforesla tion item actually arc paid by the O&C counties from money which would go to them. The proposed reforestation pro gram will cover some 30,000 acres of now unproductive lands, 32,000 acres more than in the current year. While some areas would restock naturally over a long period, Woozley said, prompt reforesta tion would reduce losses in poten tial growth of as much as 75 mil lion to 100 million board feet a year, At present price levels, he -said, this growth .would be worth be tween three and four million dol lars a year. James P. Beirnc, BLM budget and finance officer, told the com mittee that O&C count ios have agreed lo contribute up to a mil lion dollars a year from their re ccipls until the reforestation pro gram Is completed. Present estimates are that 207,- 500 acres require reforestation with an additional 12,500 acres being added to the total each year as the result of timber sales. Included in the proposed access road program nre grading of 101 milos of road, construction of six bridges and some surfacing.
