The current low point was reached in a mild decline yester day after a rally failed to hold its ground in tho wake of a heavy setback the day before. Brokers found the market's ef forts to rally a traditional reac tion to Monday s break, which was the sharpest since the scll-offs aft er President Eisenhower's heart attack in October 1955. At the close of trading yesterday the Associated Press average ot 60 stocks stood at $168.00, down 90 cents for the day. This com pared with a drop of $3.30 on Mon day. Based on the average, Monday's decline chopped four billion dot- lars from the quoted value ot is sues listed on the New York Stock Exchange and yesterday's smaller drop removed another estimated $1,100,000,000.
