Morse Seeks Billion School Aid Per Year WASHINGTON HI - New legis lation to provide one billion dol lars a year in federal aid to fchools was prepared lor intro duction Thursday by Sens. Clark (D-Pal and Morse (D-Ore). The two senators joined in terming "too little and too late" an education aid bill supported by the Eisenhower administration which calls for an outlay of Jl,300.000,000 for school construc tion over a four-year period. The Clark-Morse bill would per mit the billion dollar fund to be used not only for school construc tion but for any other needful purpose in the various slates. The. proposed legislation affirms that state control of the allotted funds would be guaranteed. Fifty per cent of the federal fund would go to the states on a basis of school-age population, with the age group running from ( to 17 years. The remainder of the fund would be distributed on the basis of the wealth of the individual states, or in inverse proportion to the income per school child. Tot Unharmed From Night in Frigid Forest GRANTS PASS (UP) Doctors here today said a two -year -old child who wandered away from her rural home at Wonder, Ore., Tuesday afternoon and was not found until about noon yesterday, apparently survived the ordeal with little ill effect. Little Dorothy Brown was found lying on a pile of fir boughs in a densely wooded area about 2 1-2 miles from her home as a party of about 400 searchers combed the region. Hospital reports said the child suffered frost bite to her arms and legs but apparently ' came through with no other ill effects. Temperatures in the area had dropped to about 20 degrees dur ing the night the girl was lost in the woods. Sounds of a child whimpering led two searchers, the Rev. Ro land Stewart and Ralph Roderick, both of Grants Pass, to the girl's location. Cons' Escape by Hiding in Boxes WALLA WALLA Ul Two - state prison inmates still were at large Thursday after hiding them , selves in boxes being hauled away by a contractor. They were identified by Acting Warden Bobby Rhay as Carl Brehan, 51, serving time for a Kitsap County burglary, and Earl ' Walter Pretzer, 38, robber from Yakima County.
