Jake Buh- er and Mr. and Mrs. Earl Becker of Salem and Mr. and Mrs. Abe Buhler of Dallas called at the Buh ler home. Mrs. Becker is a sister to Henry and Abe Buhler. I Vote of House Due Next Week On School Bill Construction Measure Voted Out of Rules Committee WASHINGTON 11 The way was open today for the House to vote, probably next week, on a four-year federal aid school con struction program amounting to $1,600,000,000. The legislation cleared th House Rules Committee yester day. It had been bottled up there for several months because of the effect it might have on public school segregation. f Southerners on the committee have opposed the bill for one rea son: Rep. Powell ID-NY) has said he will propose an amendment on the House floor that would forbid federal grants to schools which maintain segregation. Such an amendment would be bound to touch off a major fight. It the amendment were approved and the bill got to the Senate, its chances would be slim in the face of a southern filibuster. There has been a feeling in re cent weeks among House leaders, however, that sentiment for the Powell amendment has cooled. With this in mind, hope was ex pressed that a majority of mem bers would favor sidetracking such an amendment in order to get the measure through. The legislation calls for federal grants for school construction at the rate of 400 million dollars a year for four years. In addition, a revolving fund of not more than 750 million dollars would set ud to buy local school bonds if these couldn't be disposed of in the market at reasonable Interest rates. The measure is a Democratic substitute for proposals by Presi dent Eisenhower. He suggested federal grants at the rate of 250 million dollars a year for five years.
