(AP Wirephoto) U.S., French Split on Russ Policy Action Difference Noted in Talks Between Dulles And Pineau WASHINGTON W A French American split appeared evident today over the problem of how to deal with Russia despite a round of diplomatic talks between ror- eien Minister Christian Pineau and Secretary of State Dulles. Pineau arranged to leave for New York by plane today enroute home after apparently failing to convince Dulles the West should adopt a more daring trade and cultural contact policy toward Russia. Five and possibly six differences cropped up during the Dulles Pineau talks although top Amer ican officials sought to minimize Ihem as the kind of differences that were to be expected among free peoples. The officials stressed Pineau and Dulles were agreed on the over-all objective that of encour aging development of a peace-loving Russia. The Dulles-Pineau dif ferences that were disclosed, they said, were over how . best to achieve this.. Despite this on-the-record opiu mism, many top American olfi . cinls were known to he concerned lest Pineau's ideas win wide ac ceptance among other Western countries at a lime when Mos cow appears to be trying to drive a wedge into Allied unity. - Views Clash The. clashing Dulles Pineau views, as they showed up in 1'in eau's windup speech yesterday and resumes of their talks pro vided su; informed officials, ap peared to cover these main points: EAST-WEST CONTACTS Pin eau urged big scale economic and cultural exchanges with the Soviet bloc. Dulles opposed this, insisting such contacts be on a "selective basis" to prevent Soviet agents from flooding into newly independ ent and backward countries where they would stir up trouble. TRADE Pineau appealed for easing of trade restrictions on shipments to Eastern Europe and Communist China. France would like to sell television equipment and the new "Caravellc" jet trans port to the Soviets. Dulles agreed only to let experts study items in dividually. FOREIGN AID Dulles turned a cold shoulder to Pineau's idea that Western nations, including the United States, agree to distribute part of their economic aid through the U N. instead of directly. RUSSIAN rOUCY-lhe two dis agreed on the significance of pol icy changes inside Russia since party chief Nikita Khrushchev d molished the Stalin legend. Pineau took the view manv of the more liberal changes, particularly in the economic field, were absolutely irreversible." Dulles said it was too early to judge their signili cance and that a harsher Soviet policy could be substituted quick ly. GERMANY Dulles agreed with West German Chancellor Konrad Adenauer that Russia must agree to unite Germany to prove the sin eerily of its new-look policies. Pi neau said it was an exaggera tion," to believe nothing could be done to improve East-West rela tions until the German problem is settled. . MIDDLE EAST ARMS-Pineau sought unsuccessfully to persuade Dulles to agree that arms provided Israel should be made availabe by Britain, France and the U.S. joint ly. At present, France is supply ing arms, including jet planes vir tually alone, bringing down the wrath of the Arab world around Its head.
