Idaho W - Idaho Power Co. said Thursday that 450 men and machinery worth about two million dollars are now at work on the first of three flams planned for the Hells Canyon stretch of the Snake River. The weekly construction payroll for Brownlee. the first of tthe dams, has reached $57,000. ihe company said, and construction of a diversion tunnel is under way. The company last August won a permit from the Federal Power Commission to build the dam in the river which serves as the boundary between Oregon and Idaho. The National Hells Canyon Assn., which favors construction of a single large federal dam in hie deep river gorge, has appealed to the courts from the commission's order but no court ruling has been issued and Idaho Power is going ahead with construction. The company said that by the end of the month drillers will have scooped out inlet and outlet chan nels for t he Brownlee diversion tunnel, and blasting will then begin on the tunnel itself. lOO i.
