(AP Photofaxl ' Soviet Experts To Aid Egypt Easing of Credit Rules May Indicate Change in Economy By SAM DAWSON ' NEW YORK W-Easing of fed eral restraint on mortgoge credit and a spirited drive to reverse the tight money policy aimed at dis couraging installment buying has businessmen wondering today If Washington is changing Its think ing on the state of the economy. A few months ago the big bo gey In thu administration's mind was the fear that inflation might threaten again In other words, mat ine Dusinesi, Doom inignt get going too last. This week's actions and talk nave businessmen wondering if , Washington is now more worried about the chance that business may be at or past the peak. There are suspicions that the Federal Reserve Board is shifting from its policy of active restraint on credit to a milder form called just restraint. The board, many thought, would hike its interest rales again at the start of the year. It hasn't. And New York bankers say the money supply may t get a little easier soon. The two spots In the economy where a downturn is now apparent nro: auto production and sales, end home building. The Veterans Administration and the Federal Housing Administra tion have taken note of tho drop In home building and canceled part of the restraints on credit they ordered last July. The agencies again will permit 30-year mort gages instead oi a 25-year limit, as decreed last summer, cosed up on. the reins just when builders gathered in the capital to predict a 7 per cent cutback in home building because of tight mop ey. On the auto front, Harlow H Curtice, president of General Mo tors, has protested against the ere it curbs imposed by federal re serve policy. He blames the tight credit situation as a chief cause for the prospects that the auto in dustry won't sell as many cars this year. -Applications for federal mort gage financing have dropped sharp ly in recent weeks. Since it takes some time for these applications to result in actual starting of new homes, builders foresee a slump coming in the spring. And to fore stall this may be why the 30-year mortgages were reinstated. The FI1A also is asking Con gress to liberalize the terms under which the federal agency insures loans for home repairs and im provements. The government men think this sort of spending could increase this year to 14 billion dol lars, a 25 per cent gain over last year and a new prop to the econ omy, II any should be needed. Thinking along this line Is far from unanimous, however. Fears of a reaction from the great expan sion of consumer credit In the lost year or so are still widespread in the banking fraternity. WASHINGTON The gov ernment reported Friday that liv ing costs fell three-tenths of I per cent from November to, Decem ber, the first decline since Aug ust. Prices for food, transportation and housing dropped, while medi cal and personal care costs edged upward. - ; The December Index' of the Bu reau of Labor Statistics was 114.7 per cent of the figure for the 1947 49 base period. This is a fraction higher than in December, 1954. The bureau reported that aver age gross weekly earnings, spend able pay and wage purchasing val ue of factory workers all rose to iiew record level In December. Spendable earnings, or gross pay less tax deductions, rose to an average $65.79 for the single work er and to $73.15 for the worker with three dependents. This was about $4.50 a week higher for each type worker than at the end of 1954, and up 30 cents a week from November. In terms of purchasing power, the bureau said the worker was able to buy 6 per cent more with his pay during 19o5 than his pay brought him in 1954, the largest annual increase since -World War II. how they manage to live at all. These villages are perched on the edge of a plateau; inhabitants live from scanty farming on the edge of the river. When the river floods, in late summer, the farm land is covered .with water. After the river recedes late io the fall, Nubians plant their crops and man age to grow enough food for a bare subsistence. Most of these people living along the Nile will be moved down the river to reclaimed land in the ir rigated area of Egypt within the next four years to make room for the reservoir. Each family will receive from the government a house, work animal, aid enough land to support itself.
