President Eisenhrwers budget had re quested $9,600,000. in this country call for a change in the pattern of churchmen. "Unfortunately many of our city churches are located in neighbor hoods in which the church was built by a group of people who were largely of one cultural group," he said. "With the rapid changes of our industrial society these people have often moved to so-called 'belter neighborhoods. As new people have come in they , have sometimes been referred to 'not our kind.' "Rarely, If ever, have any of our churches turned any new neighbors away, but far too often they have created the appearance of being a sort of private club. which has been reluctant to go into the neighborhood and extend a genuine welcome to the new neighbors." These "inner-city" neighbor hoods, he said, offer Protestants one of their "greatest opportuni ties." SALT LAKE CITY m Secre tary of Agriculture Benson said Saturday critics of flexible price supports are trying to saddle "the failures of the old program upon a new one which hasn't even been tested yet." He criticized farm leaders de manding high supports and "labor leaders who have turned farm ex perts." He said these two groups are "shouting from the roof-tops'' that farm prices are being wrecked by the Republican administration's new flexible price support pro fram. "It just isn't so," Benson told a meeting of the Pacific Dairy and Poultry Assn. "Not one bale of cotton, nor one bushel of corn or wheat, nor one sack of rice, not one pound of peanuts has yet been placed under price supprt or loan or sold to the government at less than 90 per cent of parity," he said. Flexible supports, he explained. do not become operative until the 1955 harvests. The 90 per cent parity level was in effect during and after the war. But Congress last year authorized flexible sup ports from 82 to 90 per cent of parity beginning with this year's production of major crops. several weeks of illness, improved In health but not able to be out. "What they fail to mention Is that this entire reduction has come about while we had rigid 90 per cent supports for the basic commodities." WASHINGTON (UPl-The fed- eral government will be run from about 30 scattered centers u nu clear warfare threatens or hits the capital. Defense expert have selected locations over a wide area north to Pennsylvania, west to Ohio and south to North Carolina. Nearly 30 executive agencies which would have essential war time functions have been assigned these "emergency relocation sec tors" in which they would continue to operate. They range from 80 miles north and west of Washing ton to 200 miles south. No Congressional "Hideout" Congressional leaders have not yet accepted an invitation - from the Office of Defense Mobilization to assign a hideout where the law makers would meet in emergency session. A small scale test of the outlying posts is scheduled this spring. About six persons from each agency will be dispatched to their emergency posts May 1 for a two week tour of duty. Another "dry run" is scheduled June 15-16-17 in connection with a nationwide Civil Defense exercise. The ultimate goal of the defense planners is to have specially-trained staffs, which could take over in an emergency, permanently stationed at the outlying posts. If there were advance warning of an attack, top pofficials and regular Washington employes would start at once for the emer gency locations. If the attack came before Washington could be evac uated, survivors would re-assemble in those locations as rapidly as they could. Most of the "relocation" centers are secret so far. An exception is the huge underground "Pentagon" in the mountains on the Maryland Pennsylvania border which could accommodate the President and top military command. Others are in outlying govern ment installations and in colleges and universiti'j. Defense planners consider colleges and universities particularly good sites because of I'-eir dormitories and dining facil ities. "The "emergency relocation cen ters" are one part of the defense planning for carrying on essential functions of government in case of attack. Another is a plan to "disperse" any new government building to prevent making the capital 4ny more attractive target than it already is.
