Bill Bans City Gasoline Taxes A bill to make the city of Port land quit taxing bulk gasoline deal ers was introduced in the House o( Representatives Thursday by its Highway Committee. The bill makes it illegal for cit ies, counties or other local govern ments to tax gasoline, reserving this field for the state. Speaker Ed Geary, who was chairman of the Legislative Inter im Highway Committee that rec ommended the bill, said: "The city of Portland's business tax affects, anionc other thines. bulk gasoline which is shipped to an pans oi tne state. In effect, the city is taxing gasoline used by the rest of the state. "The Constitution says that all gas tax revenues shall go to the stale. The city got around this pro vision, and this new bill is intend ed to correct that situation. "Cities now get 10 per cent of all state highway revenues, and the counties get 19 per cent. I don't think they are entitled to take more than that through local taxes. Rules of Order May Not Apply In Legislature Roberts' Rules of Order to the contrary, it looks like a motion to adjourn in the House of Represent atives is debatable. Speaker of the House Edward A. Geary, Klamath Falls, proved it at the Legislature Thursday. As is his custom, Geary recog nized Rep. F. H. Dammasch, Port land, to move adjournment of the afternoon session. Dammasch moved to adjourn until 11 a. m. Monday, instead of Friday. Taken aback, Geary asked Dr. Dammasch to restate his motion, expecting him to change it to Fri day. Dammasch, unsmiling, re peated his original motion. Amid chuckles, the House de feated Dammasch's motion.. Geary then asked Rep. Loran Li Stewart, Cottage Grove, to move for adjournment. The House then agreed to Geary's wish. Marion. Polk, and Yamhill County representatives are, An ita Y.
