From I960 on, they said, new starts must be at the rate of 650,000 kilowatts yearly. The report listed 70 projects which the engineers said could provide about 11 H million kilo watts at a cost of 4 H to T billion dollars. Forty-five of these proj ects were listed as under active consideration. Most of the larger projects among the 45, however, were des cribed as blocked or delayed in various ways. A thunderstorm hit Omaha late Tuesday night and winds with gusts of 63 m.p.h. were reported by the Weather Bureau. Hail fell in nearby Lincoln. Showers early today extended over most of the Dakota and Min nesota with showers and thunder storms reported from eastern .Ne braska and northern Kansas east ward through lows and into lower Michigan. Other wet spots were in the south Atlantic coastal area and northern New England, which re ported light rain, while snow flur ries fell in the Montana-Wyoming area. Large Area Asks Annexation Referred to the annexation committee of the Salem Planning and Zoning Commission Tuesday night was a petition for annexa tion of an 185-scre area lying gen erally east of the State Fair grounds. The petition is signed by about 200 persons in the district and was presented to the commission by Edward J. Fischer, 685 'Larry Avenue a contractor who does not live in the area. The district is north of Sun ny view Avenue and between the fairgrounds and the by-pass high way. It is reported that a large area south of this one also has annexation intentions. The commission was not favor able toward a request from Peter Locwen for a business zone at Gerth and Franklin where he wjnts to establish a beauty shop. He will have opportunity, how ever, to start proceedings for a zone change and get a public hearing. The commission approved permit to Wayne Trachsel to build a wash house for a group of court apartments at 2230 Ma- i pie Avenue. Application from SL Mark's ! Merlin Edward Nel son, son of Mr. and Mrs. Theo dore Nelson of Salem. The portrait of the younger Nelson was done by his wife, Nancy Ellen Craig, and is entitled "Study of a Young Man."
