Add onion, green pepper, and rice, and cook and stir over high heat until lightly browned. Add wa ter, tomato sauce, salt, pepper, and mustard. Mix well. Bring quickly to a boil. Cover tightly, lower heat, and simmer gently 10 minutes. Makes 4 servings.
