On Irrigation
Dallas A joint Marion-Polk
county irrigation meeting is
scheduled for 10 a.m. Tuesday,
Feb. 19 at the Mayflower hull
in Salem, according to N. John
Hansen and Hollis Ottaway,
county extension agents in the
two counties.
The meeting will include dis
cussion by Ralph H. Browns
come, engineering specialist
with the soil conservation serv
ice; O. C. Yocum of the O. C.
Yocum Construction company,
McMinnville; Floyd Miller, PGE
company, Oregon City; and A. S.
King, soil conservationist from
Oregon Stale college.
Hansen states that topics on
the program will include water
usage on various crops, suclt as
pasture and vegetable crop pro
duction. Fertilization with ir
rigation will be discussed by
King. Miller will discuss elec
trical problems connected with
irrigation.
With the increased interest in
construction of dams for water
storage, a portion of the discus
sion will be devoted to this
topic. Type of construction of
dams, size of holding areas for
necessary irrigation water and
other information will be pre
sented at this meeting.
Low Cost Housing
Gains in the West
Portland (IP) Low-cost hous
ing showed an increase in the
western states last month, while
other construction dropped
sharply.
The trade journal, Western
Building, reported Tuesday that
19,823 dwelling units were
started in January in 235 cities
and counties of the west, and in
crease of 14.2 per cent over
January, 1951.
The houses were lower in cost.
The total was $120,747,200 for
17,400 dwelling units in Janu-;
nry, 1951, and $82,052,908 last;
month.
Total construction was down j
42 per cent in dollar volume I
from the previous January. The!
valuation was $$141,557,019 Inst ;
month, compared with $244,440,
654 in January, 1951.

Ethan Colton, considered one of
the foremost authorities and
writers on the subject of Russia,
its relation to the rest of Europe
communism and bolshevism.
Colton first became acquainted
with the Russians in 1918 when
the YMCA was attempting to
establish its welfare work in the
Russian army. The Russian army
quit and went home and the
establishment of that welfare
program was never completed
At the request of President
Wilson's administration the
YMCA stayed on to render what
service it could to the Russian
people and Colton had the op
portunity to watch communism
grow.
During his talk he recalled the
statement by a high official that
there could be no compromise
between the communists and
other beliefs in Russia, that it
was war and one of the two must
bo destroyed. "They are just as
much committed around the
world," he reminded the Kiwan
ians. "In Russia," he told them
"the state is owner of all the
means by which people live and
the state is the only employer of
labor."

conditions now, noting that they
had put on controls cutting
things to the bare necessities.
Colton said there was no place
for the YMCA now in Russia
but that there were a lot of Rus
sians outside affected by it, and

Under Robert Todd Lincoln's
will, the Library of Congress
was not to get the papers until
1947. Carl Sandburg and other
Lincoln scholars attended the
opening of the papers in the
Library of Congress at that
time.
"The reason that the letter
has never before been pub
lished," Pratt said, "is because
few historians knew about Wil
liam De Fleurville."
When Lincoln was killed two
years later and his body was
brought back for burial, Billy
the barber was invited to
march with the Negro contin
gent in the procession.
Billy's mother took him first
to Baltimore where he worked
as an apprentice barber and
doctor's handyman. He moved
later to New Orleans but the
slave markets drove him North
and he met Lincoln at New
Salem, 111., in 1831.
By 1837, when Lincoln
moved here, Billy was a well
established barber and owned
considerable real estate, includ
ing several blocks here and four
lots in Bloomington, III., where
he had a shop for a time, as well
as in Peoria. Lincoln became his
lawyer.
More than half of the Dismal

Ghost Writers School Set Up
At American University

university is starting a school
for "ghosts" and it's about time.
Being a little-known former
"spook" or ghost writer, I could
have used a little learning in
that direction when I acted as
Dizzy Dean's shadow during the
world series between the St.
Louis Cardinals and the Boston
Red Sox.
Dix insisted that I emphasized
the word "ain't" which my teach
er didn't like and which my boss
doesn't like, either. But Dizzy
put it this way:
"Let them school teachers
learn the kids English I'll learn
the folks baseball. And don't fer
git, Mr. Pickles, a lot of folks
who ain't usin' the word 'ain't'
ain't eating'."
Diz made his point and I was
stuck with it.
This new school course is be
ing taught in English by J. Doug
las Knox, an old ghoster himself.
He is with the state department

In these trying days, writing a
speech via the "invocation ol

Harold Lloyd Files
Suit Against N.B.C.
Hollywood, Calif. (U.R) The
National Broadcasting Co. and
television station KTTV faced
suits for $300,000 today brought
against tnem by silent mm com
edian Harold Lloyd, who charges
they used two of his old films'
without permission.
In asking $250,000 from NBC,
the actor charged the company
pirated scenes from "Safety
Last" for use on television. The
same picture was involved in a
separate suit for $50,000 against
the television station.
Britain now produces about
40 percent of all the food she
consumes.
