CIVIL SERVICE CCa MISSION By: Alfred Mundt, Secretary Jan. a, 4, 7, 9, iO, and 11 Little Taxes Become Really Major Problem ' By CHRIS KOWITZ, Jr. Trivial taxes have blossomed land owners, Marion county officials and the United States gov ernment. The seat of the trouble lies immediately east of the Detroit will eventually be lioodea witn backwaters from the new dam That section consists of several adjoining tracts of timberland, currently owned by private indi viduals and logging companies, For many years, the land own ers have been getting a tax bargain on their holdings by classifying the property as re forestation land. The state of Oregon provides a lower tax rate for property being used for the sole purpose of developing tim ber for logging purposes. Now the government must se cure possession of the property, in order to have some place to put the millions of gallons of water which will be backed up by the Detroit dam. The Diagnosis Here's the headache: The government will gain con trol of the land before the pres ent owners can cut any trees from the section. The land will thus never be used for logging purposes by the owners who have classified the property as reforestation land. And since no logging opera tions will ever take place under the ownership of the current taxpayers, the land was never technically used for reforesta tion. At least legal officials have so agreed. They say, "How can you call it reforestation if the trees them selves are never put to practi cal use?" So, it has been decided, the owners of the land have not been entitled to a reforestation tax rate all these years. Which means that they're going to have to pay to the county the dif ference between the reforesta tion tax rate and the normal tax rate for whatever period of time they have been paying the lower rate. County officials say that the difference will be very small, and should not be a burden on the pocketbook of anyone. But It's a Bottleneck The situation is developing In to a bottleneck, however, since the county assessor's office will have to determine an entirely new taxation scale for the lands, and figure out just how much is owed by each land owner. Mercy Slayer Says Innocent Manchester, N.H., Jan. 5 W) Dr. Herman N. Sander today pleaded Innocent in a loud voice to an indictment charging first degree murder in the so-called mercy slaying of an incurable cancer patient. The state agreed to his free' dom pending trial under a con' tinuance of his $25,000 bond with the stipulation that he re frain from medical practice un til disposition of the case. Dr. Sander's attorney, Louis E. Wyman, said the stipulation about refraining from practice was over the protest of defense counsel because of the presump tion of innocence at this time. . I assume this agreement Is without prejudice in the fu ture," Wyman told the court Dr. Sander stood erect and showed no emotion while court clerk Arthur S. The price level at one time hit the highest point in more than three years. In the heaviest trading since November 1948, a majority of issues came through with gains of fractions to around a point. There were many holdouts, though, with prices either un changed or a shade lower. The market got off to a fly ing start and turnover for the first hour alone totaled 880,000 shares. Prices advanced as much as a point or so. The initial demand was a fol low-through to yesterday when demand boomed during the final hour. Higher prices wore paid for Republic Steel, Packard, Inter national Harvester, Radio Corp., American Telephone, Anacon da Copper, Allied Chemical, N. Y. Central, Southern Pacific, Gulf Oil, Eastern Air Lines, and U. S. Gypsum, the last up near ly four points for a whole. A little on the balky side most of the day were General Motors, U. S. Rubber, Schenley, Nickel Plate, and Johns-Manville.
