Stocks Decline Irregularly New York, Jan. 21 P) A; handful of stocks made a little headway in today's market al though leaders generally held to a downward course in one of the slowest sessions in the past year. Hesitancy was the rule from the start. Selling pressure was lacking throughout, however, with the ticker tape frequently dozing. While a few plus signs were maintained at the close, losses of fractions to a point or more predominated. Assorted "thin" issues showed wider dips on meager transactions. Turn over for the full proceedings dwindled to around 700,000 shares. Detroit Edison common hard ened at the last when the com pany announced a proposal for a 10 percent stock dividend. Bonds followed a slim groove, Cotton rallied after yesterday's fall and, toward the finish, was up $1.45 to $2.60 a bale. At Chicago wheat ended off to 2Y4 cents a bushel, corn Vs to 7e, oats to lVa and barley was up xh. OPA Loses Again In Federal Court Portland, Jan. 21 (P) A mo tion for a new tiral of Will H. Jones, Rogue river, on a charge of violating civilian production administration regulations has been denied by Federal Judge Claude McColloch.
