He has already made me several handsome presents; I accept them without a qualm because I tcel that otherwise the money would be spent in some way to injure my country. He always carries a great sum of money in crisp new bills of high denomination and ever since I entered the apartment I have been wonder ing how he replenished them, since I never see him writing a check or sending to the bank. Last night I found out. As we were going out to dinner he sent me ahead of him out of the living room. I left the door open behind me and I distinctly heard him unlock that strange old painted chest that stands against the wall and afterwards lock it again. That's where he keeps his money." A written report from Welby: "At 9:20 this morning a man came to see P.L. that we have not seen before since we started watching the place. He is a small thin man. Possibly a foreigner. Tashla left after that. Noth ing was said about any further meeting. Richardson picked him up in the street and tailed him to the Hotel Roosevelt. He reg istered as Nicholas Tashla, Cleveland, Ohio. From his room he telephoned to a Miss Clara Moore at East Forty- seventh street and made an ap pointment to meet a woman in her apartment in half an hour's time. Richardson telephoned me. I went to the Roosevelt and show ed my credentials to the mana ger. He admitted me to Tashla's room himself without tolling any employee, and I searched Tashla's bagsf In the brief-case was the list of newspapers, also a copy of each of the newspap ers named. There was also a ticket to Cleveland and a Pull man ticket for a room on the 7:30 train tomorrow night. I will have a man on the 7:30 Irain tomorrow to tail Tashla back to Cleveland. Welby. Another report from the same, two days later: "Lenkoran's Brooklyn agent, the tall, thin, respectable-looking foreigner, seems to lead a solitary life in his apartment on Montague Street, where he is known as Paul Estovan. To Lenkoran he is known as Anton Goroshovel, and I shall so re fer to him hereafter. "He often drinks alone in one of the saloons along Sands street, which are frequented by sailors of the navy and work men in the navy yard near by. "Since we have been watch ing the house, seven different men have called in the evening.
