Woman Doctor, Soldier Blushes London, April 21 (If) A dis pute in commons over whether modest soldiers must strip for inspection by women doctors ended in cheers Tuesday when a government spokesman an nounced a new rule of privacy whereby troops would be given the right of inspection by their own sex only if they specific ally require it. Major Arthur Henderson, fi nancial secretary of the war of fice, terminated debate by an nouncing that wherever possible such periodical examinations "must be carried out so as to produce, so far as is possible, the atmosphere of a clinic rather than of a parade." Captain F. J. Bellenger, lab orite, raised the issue. He cited the case of a 40-year old non commissioned officer, who is the father of grown-up children. Bellenger said that the non-com was lined up for inspection and was amazed to find a 24-year old woman doctor waiting to examine him. The M.P. quoted from the soldier's letter of pro test: "I stripped to the waist but when she requested me to drop my trousers, I was so embarrass ed I just couldn't do it," Bellenger commented that many soldiers and sailors "for all sorts of reasons it may be an age-long inhibition would resent a request such as that." Allocation of Tax Surplus Fund to Schools Explained Approximately 250 school district clerks, board members and officials from over the county were at a meeting at the court house Wednesday evening called by County Superintendent Mrs. Agnes C. Booth and listened to$ C. R. Bowman of the stale de partment of education explain how Marion county's share of the $5,000,000 from surplus stale income taxes will be allocated to the districts of the county. Bowman stated that a certain share of the total fund will come to the county based on total attendance during the school year. The total attendance fig ure cannot be computed until June. The sum coming lo the county will then be allocated to. the va rious school districts also on the basis of total attendance but the shares will go to those districts only which have special levies. Each district will receive a share of the fund up to the amount of Its individual total attendance and this will be an offset against the special levy, if any, for that district. If the total .attendance figures In a district are such that the amount received is less than the special levy, then It will be credited only with the amount equival ent to the special attendance. If it is more than the 'total levy, the credit given will only be up to the amount of such levy. All sums left over will be put into a second pot, and this will be then divided among the oth er districts on the same basis. If funds are left over after this division, still another division will be made, and so on until the fund is exhausted. Bow man stated as a rule not more than three divisions would be needed in any one county to clean up the fund allotted to it. The money must be used as an offset against property tax and for that reason only those districts having a special levy will be benefited by it. School boards will go ahead and make their budgets as us ual.
