Legislators 12 Poin t Program The legislature, with two weeks ot its 40th session be hind, was well on its way today program. The recommendations also are well on their way to letrla- lative action, the legislature having showed signs It would cooperate! with him. When the lawmakers meet Mon day, they are expected to begin de bate on the more important bills. Here's how the legislative pro gram stacks up today: 1. The ways and means committee Is at work on the governor's $106, 000.000 budget, which calls for $13,- 000,000 appropriations. The governor recommended 822,000,000 for relief, to be shared by the federal govern ment, state and counties. Because their share Is Increased by $2,000,000, the counties are expected to ask more state assistance. 3. The governor's proposed amendment to the unemployment compensation law. which the execu tive hopes will overcome federal so cial security board objections, will be debated in the senate Monday Labor abandoned hopes of repealing the antl-picketlng law, but argues that repeal Is necessary before the government will certify the unem ployment law. 8. An amendment permitting peo ple's utility districts to Issue revenue bonds will be introduced In the senate the first of next week. 4. The battle over diversion of highway revenues Is on. The Joint highway committee Is considering a proposed constitutional amendment forbidding diversion, while the League of Oregon Cities said It would introduce a bill to divert $880,000 a yeai for maintenance of city streets. 6.
