Mott fcr Kayy As Insurance Washington. March 21 Re presentative Mott (rt.. Ore., has no desire to see the United States prepared to meet an enemy "on equal terms." He wants the touu tiy to have the "edge." During discussion of the naval appropriations bill in the house a few days ago the congressman took exception to a remark that the United States should be ready to meet an enemy with an equally strong force. "May I ask if it is not contrary to all military and naval policy to prepare ones self simply to meet the enemy on equal terms?" he said. "That is not the way bat tles are won." Mott said he believed a "bis navy" was the "best Insurance for peace and the cheapest insurance against war" the United States could possibly obtain. "If we should get into a foreign war, we must protect ourselves; we cannot look for protection from any other country," he said. "And the only way we can prctect our selves is to have a navy big enough and strong enough to prevent any foreign power even reaching our shores." One body, that of Oeorge Con rad, 25, was recovered after it had been held above the surface for houra by the only aurvivor of the double tragedy, Robert O. Ash- ' worth, 19. Those missing and believed desd were: Nello Bertolottl. 25; Walter Rosa, 28, and Walter Rosa, 35, cou sins of the same name, and Ray mond Nichols, 20. The overturned boats, whose names lent a touch of Irony to the tragedy, were found floating between Yerba Buena island and the Oak land shore. There was no trace . of the missing men. Ashworth, clinging to a life pre server and holding the body of Con rad, his brother-in-law, was rescued by ferry boat crews. He said he had been In the water five houra after the "Mistake" caps! red later yester day. Bertolottl was also aboard the "Mistake." The other missing men were on the "Misfortune." The two boats had been taken out for a pleasure cruise on the bay All of the men lived In San Francisco.
