ernment's Modernization Credit plan. Local banks (and other financial
institutions) approved by the Federal Housing administration are lending
amounts up to $2,000 to home owners for repairs and improvements. The
money is repaid monthly (seasonal payments for farmers) out of in
comeover a period up to 5 years. There is no red tape no "down pay

This plan protects both the bor
rower and the lender. It releases
credit to finance modernization on
a basis that has been used by many
businesses in selling their products
to the consumer the installment
payment plan. But never before in
the history of American business
has business itself been able to fi
nance a comprehensive improve
ment' program on this intermediate
credit basis. The Modernization
Credit plan establishes the lowest
interest rate ever made generally
available in connection with this
type of financing. The amendment
to the National Housing Act which
provides for government insurance
on modernization loans up to $50,
000, to be repaid monthly over a
period of 1 to 5 years, extends
credit Insurance to lending institu
tions and encourages them to re
lease funds now idle for the revival
of business and the restoration of
profits to business.
Thus the more than 750,000 re
tail stores today in need of modern
ization, and the lac lories, income
properties, and institutions having
similar needs, may modernize for
profit, for new business, and for
the reduction of maintenance costs
on the most sensible and simple
plan ever devised.
Various authorities in the field
conservatively estimate the pent-up
need for new machinery, to replace
that now obsolete, in terms of bil-
lions of dollars. A similar estimate
might Justifiably be made to cover
the structural improvement needs
of stores, apartment houses, office
buildings, and other income prop
erties in need of modernization to
make them really profitable. To
day retailors may examine their
establishments from the custom
er's viewpoint and plan programs
that will mean new customers and
new profits. Today business may
critically take stock of itself and Its
needs in terms of new machinery,
