(Associated Press Photo) VETERAN NEWS MAN TALKS TO COUNCIL A reminiscent speech wax madt before" the city council last night by Prank Davey, who u a newspaper man, attended the first council meeting ever held in the present city hall. The city hall, h said, a a mon ument to the late Frank B. South wick, who constructed the building, and Mr. Davey stressed the durabil ity and general excellence of the work. Mr. Davey mentioned the verbal battles that occurred in former days between mayors and aldermen.
