OREGON FRIDAY, OCTOBER 21, 1932 PETITION FOR DOCK FUND IS BEING DRAFTED Tentative draft of an application to be filed with the federal Recon struction Finance corporation by the 6am Dock & Terminal company for a loan to be used In the con struction of a municipal dock for the city of Salem la being prepared and mill be forwarded to Washing ton at the earliest date. Prior to preparation of the final draft more definite figure will be reached rel ative to cost, which is experted to range between $85,000 and $100,000. The Incorporators of the dock and terminal company are W. M. Hamil ton, W. P. Ellis and J. N. Cham bers. Ellis said today that the property between Water street and the river, and bounded on its north and south ends by Chemeketa and Court srrees, apparently Is sufficiently large to enable the project to go ahead, though It may be necessary for the city to vacate Water street so part of It may be used. This appears to be necessary, for the reason that the proposed warehouse and dock would be approximately 300 feet long and 100 feet wide, and the property alone without part of the street being u&ed would not give that space. A survey made by City Engineer Hugh Rogers shows that at the Court street end the property line is 18 feet from the street edge to the river bank and 70 feet to the water's edge, a total of 88 feet. On the Chemeketa street end it Is four feet to the bank and 55 feet to the water, a total of W feet. The dock would necessarily extend out over the water some distance, but It Is-said that driving of piles far out In the river at this location would offer engineering difficulties, for the reason that the river bed takes a preclpitlous drop under the water, and at one place is as much as 45 feet deep. Also the formation a cement gravel In which the driving of piles Is practically Impossible. Difficulties known to exist, how ever, are not considered serious enough to block the project. As soon as the project is complet ed and contract executed with the Salem Navigation company, the property is to be deeded back to the city. He stressed the Import ance of the foreign population problem and gave startling statis tics relative to the high percentage of foreign population In American cities as compared with European cities. Two solos were sung by Mrs. Mil dred Wyatt, teacher at Lincoln and member of the national champion American Legion trio, Mrs. R. L. Wright, member ol the Lincoln association and offi cer of the state Parent-Teacher or ganization, gave an inspiring ad dress in which she announced that 39 new members had been added to the roster of the Lincoln chapter. It has been suggested, she said, that the association challenge the McKinley association to a member ship contest, but when this was put belore the organization It was voted down. Mrs. W. P. Perlich, Mrs. J. Mc Neil and Mrs. E. V. Wooten were named to represent the association at the regional convention to be held In Portland November 1 and 2 The parent of third grade pu pils were most numerous at the session, hence that grade was the evening's winner In the competition for the flower basket prize to be awarded at the end of the year. The members voted that the third Thursday of each month be the permanent meeting night for the year. They feel It would be too much to ask a veteran democratic senator. A hurst of Ari ona, for Instance, to forego the Im portant judiciary chairmanship so Senator Norrts, republican, Nebras ka, could continue In that post. As senior democratic member, Ashurst normally would succeed to the chairmanship if democrats organ ized the senate. But the debt of Governor Frank lin D. Roosevelt to progressive re publican senators will be consider able if he is elected president. Nor ris was the first and most emphatic of the progressive republican bol sters. He is on the stump now urging the electorate to vote for Roosevelt. Senator Cutting, republican. New Mexico, and Senator Lafollette, re publican. Wisconsin, have announc ed publicly they will support the New York governor. Senator John son, republican, . California, hasj gone part way. He refused to sup port President Hoover and has not actively discouraged the belief that his own ballot will be for Roosevelt November 8. Chairman Borah of the senate foreign relations com mittee refuses to twist his party nominee. With the exception of Cutting, these senators ore chairmen of im portant rnmmittees. Johnson heads the commerce committee and La follette the committee on manufac tures. Chairman Frazier of the Indian affairs committee, a North Dakota progressive, is another who refuses to ratify the republican national convention selection at Chicago. Others of the progressive group up for re-election this year included Senator Norbeck, republican, South Dakota, and Senator Nye, repub lican, North Dakota, reports to Washington do not Indicate either has broken with the administra tion. Norbeck is chairman of the bank ing and currency vmmittee and Nye of the public lands and sur veys. These progressives occupy coveted committee places over the protest of a considerable group of their stand pat colleagues. The regulars sought several years ago to read out of the party the western dissident bloc. They would have refused them the rights of seniority and in some In stances committee assignment.
