THURSDAY, MAY 21. 1931 THE CAPITAL JOURNAL, SALEM, OREGON PAGE NINETEEN MORE RIGID REGULATION OF PLANES SOUGHT More Bti-ingent regulation of air plane pilots In operating Btatc-ll-censod airplanes for hire is contem plated by the state board of aero nautics after June 6, when the new ly appointed state inspector of avia tion, Arthur MacKenzie, assumes his new duties, states Lee Eyerly, mem ber of the board. The new rules governing the li censing of pilots by the state board will follow lines similar to those now governing federally licensed pilots, Eyerly said. At present, under state regulations, a pilot may be permit ted to operate a state-licensed craft on a commercial basis within. the state after only 50 hours of solo fly ing. Under federal regulations, the same pilot would be granted a pri vate pilot's license after ten hours, and could then carry passengers free In federal licensed planes. He would be eligible for limited commercial work after fifty hours, but he could not engage In full transport work until he had 200 hours of actual fly ing experience. Federal pilots at present lose their rating if they fly airplanes which are licensed only by the state. Likewise, planes lose federal rating under operation by atate licensed pilots. Two applicants for state licenses passed the board examinations at the Salem municipal airport Tues day afternoon. They were J. P. Ral ston and William Goodhue, both of Bend, with around 90 hours af fly ing each. They were accompanied fcy Ted Barber and WiUlam Dibble, both Bend pilots. They will not be affected by the new regulations con templated by the state board, nor will others who already hold state licenses. OWNERSHIP OF FISH BOATS IN SURVEY Alien residents own per cent of fishing craft In this country. In Oregon, alien-owned vessels produce 9 per cent of the fish sup ply. For California, the percentage was 34. Most of the aliens are Japanese, Italian, Portuguese, Norwegian, and Finnish. They arc engaged principally in fisheries of Oregon, Hawaii, California, Georgia and Connecticut. The report was the first complete 6itrvey of commercial fisheries of the United States, and was made by the tariff commission. Trans ferring from one line to another this coming summer will be done without delay or inconvenience. Giant 37-passenger machines employed by Imperial Airways will enable a quarter-of-an-hour to be saved between London and Paris. Trips to Malmo, Sweden, Prague. Berlin and Zurich are now one day affairs. A fast service will be opened this summer from London to Le Touquet and Switzerland, with connections to the Mediter ranean. Malta may be reached from Lon don In 35 hours by a combined use of airplane, flying boat and train. Over 40,000 air-mall letters are carried weekly over the 5,000 mile London-to-Tndia air route. ANDORRA REJECTS SCHEME FOR ARMY Andorra U) The Republic of An dorra citizens, proud of the paci fist pact of the mountain state, which since 1278 has never had either a war or an army, have blt- tery opposed the Valley's council plan to create an army, even such a small one as six to ten Infantry men and a captain. Despite the vote of the Valleys' council, creating the national guard, elders citizens admitted that it was practically agreed the country would disregard the vote and that no army would be formed. Instead, a police force of ten men will be created. Andorra feels that the cause of world disarmament would be fur thered if the only army-less re public in the world were to continue un-armed. But the Spanish firms which bought the power conces sions argue that the state must furnish some protection In case of another strike. Old Andorrana argue that an army must be composed of at least 10,000 men, while the entire popu lation, men, women and babies, scattered through the 30 villlages, Is but 6,213. The national police will consist of 10 men. A Spanish drill-master will be brought In to militarize the new police force. There were fewer fatalities in this classification than in any year since 1922. Eight years ago there was one fatality to every 6600 automobiles. In 1930 there was one to every 13, 000.
