probably be a cheaper proposition
than the ferry.
On the other hand, it is pointed
out, the bridge would probably
never command any enormous
amount of traffic as it would not be
on the line of a main traveled high
way and It is possible for cars to
cross at Salem by following a paved
road from Independence on the west
side or a newly improved market
road on this side with the ferry
service furnished. The main bene
fit of the bridge. It is stated, would
be to Independence and Monmouth
and would not be of any particular
added bene lit cither to Salem or
Dallas, It Is stated. It is consid
ered likely, however, If the Oregon
Electric plans continue on as lirst
indicated that a strong movement
will develop in the Independence
section, at least, for consideration
of such a bridge.

Part three Is the three-power lim
itation treaty among the United
States, Britain and Japan, effective
until 1936.
Part four Is the article consisting
of the accepted rules for humaniza-
tlon of submarine warfare.
Part fire is general, including
specifications as to when the treaty
is effective, duration ot enecuve
ness and ratification.
Neither the league of nations nor
the Kellogg treaty la specifically
mentioned, although Oeneva ma
chinery for peace Is hinted at several
times in clauses referring to a
"more general accord." Disarma
ment such as one clause specifying
that the parties will reconvene In
1935 to modify or extend the treaty
if "a more general agreement," has
not been reached before that time.
It was understood that article 34.
referring to ratification and the
time when the treaty becomes effec
tive specifies the following: -
1. The enure treaty will be effec
tive so far as Uie three powers are
concerned Immediately after ratifi
cation by America, Britain and Ja
pan.
1. The entire treaty less the three
power agreement, will be effective
as it affects Prance and Italy Im
mediately after those two countries
ratify tt.
1. The three-power limitation pact
shall be effective on Prance and
Italy only after the five powers have
so determined by agreement, this
signifying that when and if Prance
and Italy patch up their differences.

sary among the five powers to per
mit their adhesion to the limitation
accord.
Part five of the treaty starts with
article 23, concerning the duration
of the treaty. Three durations are
fixed: (1) All modifications of the
Washington treaty will last as long
as the Washington pact was sched
uled to last, that ts until 193S; (2)
part four of the treaty relating to
submarines will last Indefinitely;
(3) all the rest of the treaty will be
valid until 1936.
