The resignation wai read lirat, and It waa accepted at once, on motion of General Purvine. Then Colonel Vandevort, first aide to Pur vine, moved that the council pro ceed to elect 8imerala succcvor. Aa soon as this waa approved he placed In nomination I. M. pouch ton. No other nominations were made and Alderman Patton moved that nominations be closed and the recorder instructed to cait a unani mous ballot for Doughton. It wan done. The recorder then read Blmeral's application for the Incinerator Job. "what do you propose to d with this, gentlemen?" vked Mayor Livesley. No one answered. Nine bold In surgenU weren't bravt u they faceo this climax of their con spiracy. Each brother in the bond was waiting for some other broth er to say the word. The mayor waited. The three minority mem bers waited. The newspapermen waited. The gallery waited. The silence was long. To the Insur gents It was painful. To everyone else It was a bit amusing. Finally Alderman O'Hara. one of the minority members, suggested that the application be referred to the Incinerator committee. How ever, elmeral himself was chair man of the Incinerator committee and his resignation had been ac cepted. , So General Purvine got up. He drew a long breath and held it. "I move that the application be granted,' he sold. Then Alderman Patton arose. and flourished a copy of the Capi tal Journal. He read from this about Blmeral's going to Mayor Livesley and telling him he had been offered the incinerator job If he would resign from the couneli. If this is true If this is a trade," Patton shouted in righteous indig nation, "I won't vote for Simeral. I am asking the mayor if Simeral went to him and said this. "Alderman Simeral came to- my office, answered the mayor, "and salt! he had been offered the cu- perlntendency of the lncinerator.M "Was this to be on condition that he resign from the council, pursued Patton. "That's all that was sold," the mayor answered. "Certainly he couldn't accept the incinerator Job without resigning." Patton went on: "For the last week this paper has been full of a lot of rot about Simeral trading his seat for this Job. I don't believe it. What have you council mem bers to say about It? No one admitted that the deal had been proposed to Simeral. One ore two denied any hand In tt. Colonel Vandevort got up and said pompously : "Inasmuch as the Capital Journal Isnt the offlcal organ of this council let's go ahead. We don't care what It says. So they went ahead holding their noses. They must have held them, for there were very few noses willing to be counted. The vote showed this. "All In favor of Alderman Pur- vine's motion make It known by saying aye," said the mayor. There were four or five weak ayes. "All opposed say no There were no negatives. After adjournment Alderman Pat ton was a-ked if he voted. "I voted no." he said. "I didn't vote at all. Silence Is the same as a no vote, isn't it?" Well maybe It Is. If it Is Sim eral was overwhelmingly beaten. I. M. Doughton, the new council member. Is a member of the firm of Doughton & Sherwln, hardware merchants. RAG PICKING IS HUGE INDUSTRY FOR PARISIANS Paris. 0P Judging by appear ances, particularly where rich and fashionably dressed Frenchwo men are concerned, usually results in bad Ruesses. since perhaps half the aristocratic looking ladles to be seen lolling In their Rom Royccs In the Bois on Sundays are slave driven tollers during the week. This Is evident from, a recent compilation which shows that among the post-war women mil lionaires In France there are quite a number who made their wealth from the most arduous kind of manual labor farming, pig-raising, metal dealing and even rag-picking. Rag-picking in Paris, Indeed, Is a lucrative industry, since there are cases on record where whole fam ilies have grown rich from this line of business. The extent of the financial Interest In rag-pjcklng here Is shown by the act that the righU to rake the ash-cans in cer tain streets are bought up at keen cm petition. Contracts are made between the rag-pickers and the concierges of the various houses, a goodly sum of money is paid over each month, and the person wno holds tne con tract can rest assured no rival, ash- can raker will be allowed to touch the refuse. At least 75 per cent of the Pari sian ratr-plckers are women who are often controlled by a "boss' usually a woman who has herself urown rich fruin the rakinga of ash-cans and has established a mon opoly. Even the "boas'' herself works and is maybe assisted by au tne members of her family, sons, daugh ters, sisters. The ash-can rakers have to work early and quickly, since the streets of Paris are usually cleared of asn- cans before eight o'clock In the morning. The rakers therefore have to be out and about before dawn u they are to cover the whole of Paris. Working from tne outer suouman area, the rag-pickers comD every ash-can, picking out everything of any value, even to newspapers. which have a ready sale to paper- maker who rcpulp the sheets so sathercd. It has been estimated that there are at least 3,000 ash-can rakers in Paris. That they make good profits Is evident from the fact that they are not only able to employ motor trucks In their matinai business but also have limousines for their own use over the week-ends when thtv wash their hands of the grime of the ash-cans and reappear In the ranks of the world of wealth and fashion.
