The commander's recommenda
tion was contained In his address
at the opening of the encampment

low delegates and visitors to return
to their homes by a different route

will be held in the chamber of com
merce Thursday evening.

Reports here said there had been
an engagement on the western
front also near Manchuli and that

have been captured.

ed since the breaking off of rela
tions between "Russia and China,
said:
"The Chinese militarists win have
the strongest proof of the determin
ation and ability of the Soviets to
prevent further provocative raids on
