Small said that while he had not voted on the tractor purchase, be cause he thought that was a duty of the council members, he had talked with Needham and told him he favored the tractor that was purchased. "I certainly did not sidestep, said Small. "Jask Elliott was with me and was a witness to what was said." Rosebraugh Insisted on knowing whether the three council members of the airport committee were go ing to be required to bear the brunt of responsibility for the committee's actions. In reply to this Small moved that the whole committee go on rec ord as approving the tractor pur chase made by the city council on the committee's recommendation. The committee meeting when the tractor recommendation was made was scantily attended. Needham, In his letter, claimed the city could have saved over $400 by buy ing another moke of tractor. Chairman Townsend appointed Rosebraugh. George Vick and Ol iver Myers a sub-committee to con fer with Lee Eyerly for the ar rangement of terms under which he Is to serve as superintendent of the port while operating his fly ing school. Eyerly submitted a ten tative proposal whereby he would superintend the port, receiving no compensation except the privilege of using the field and space In the city hangar for two ships and his equipment, the arrangement to ex tend over a specified period of time. Because of the necessary tearing up of the ground for installation of the port drainage system it was de cided to postpone this until after the dedication or the port on August 8. Bids on the drainage, opened at the council meeting Mon day night, were not In condition so that the committee could settle on any one, so all were rejected and the council will be asked to Instruct the city recorder to readvert.se.
