Bell criticised the attitude of the press on the bill. To my mind," he said, "the press of the state is more or less subsi-1 dized by one or the other of the: two larger Institutions. He said that one of his bills that was of little Importance was commented on at great length by the Eugene papers, while little comment had been -made on the consolidation bill which he deemed of great importance. "Also the members of the legislature," Bell added, "apparently in the fear that one or the other of the institutions will have an advantage, have lapsed into indtiierence. 'The bill gives promise of elimi nating some of the competition and intense rivalry between the uni versity and the college." Beit said some legislators from his district have felt the dominance of the university. "I have never felt I was under its dominance,'' he said, "and I want to get away from mat condition." The bill as finally appropved In a conference that included the pres idents of the university and the collcgo and representatives of the normal schools provided lor a board of nine who would have control of all funds accruing to them. It would not disturb the executive admini stration of any institution. If it passes it will be effective July I, this year. The bill Is neither approved or disapproved by Dr. Arnold Bennett Hall, president of the "University of Oregon, it became known here Thursday afternoon. Upon hearimj of details of the debate on this bill in the senate Thursday morning, Dr. Hall immediately sent a statement to press representatives in Salem, In which he urged that his stand bo made clear. "Together with Dr. Korr of O. S. A. C, President Inlow of the East ern Oregon Normal fchool, the gov ernor and members of the senato I attended a meeting called to discuss the mater in question." says Dr. Hall. I plainly stated at this meeting that I could not approve or disprove of any measure dcalmg with con solidation of regents or any otiicr phase of hlghed education ad mints tratlon. This is a matter for the university regents to tako up and pass on. 'At the present time I am in terested only in the university's legislative program as approved by the board of regents. I wish to point out that the institution is facing a financial crisis. - The university has had a tre mcndous increase In student load and campus enrollment since 1920, when we were alioted our share of the miliage. The student load ha increased 93 per cent, the enroll ment 64 per cent, and miliage In come but 13 per cent. "If such a directory Is needed, the same should come under the Jurisdiction of the cham ber of commerce and be sponsored by local organizations disregarding the advertising value of the same." Two warrants, drawn In 1894, wpre presented to Herbert Fairall, satte treasurer, by a Providenco, R. I. brokerage firm. They were valid claims, and in order to pay princi pal and interest promptly, the treas urer had to issue a special bond. One warrant for $150 was origi nally mode In favor of J. A. Sewall, to compensate him for 19 days work as a chemist for the state dairy commissioner. Interest on this warrant amounted to $144. The other warrant was for $G0.75 and it drew $04.07 interest.
