Appeal is to the state superintend ent of public Instruction. The dis trict boundary board, from which the appeal is taken, Is made up of members of the county court and the county superintendent. In the prison club house, whore prisoners assemble and spend their idle hours, one section was until quite 'recently . partitioned off from the rest and access was gain ed from the outside only. It could not have been more conveniently arranged for the purposes of these perverts and here this practice wtu carried on, as nauseating and bell lah in character as anything de picted In the Old Testament sculp tures of the days of Sodom and Gomorrah. So generally known was this infamous practice In the prison yard that Guard John Davidson used It to justify hie mania for firing upon convicte In the yard. Not until then were those partitions removed. Nothing Done hv Officers. It will not do for Warden Dal rymple to plead Ignorance of these conditions. It was known with disgust by guards and prisoners alike, and there was no apparent effort on the part of the prison of ficials to suppress this most de grading of moral filth. I have personally known of trusties, thrown Into the yard by guards for conduct which in tho outeide world would be classed as crim inal, being sustained In their ac tions by those In authority and re stored to trusty privileges and as signed to departments outside the walls almost immediately after be ing roturned to bhe yard. For the benefit ot the visiting public there Is a large sign posted in the chapel lobby which reads: ' No profanity or swearing toler ated. Orders of tho warden." No ono has Ignored this order, wIMi mich apparent deliberation . the prison officials themselves. TJrinkintr Is Alleged. Drinking by officials and guards while on duty has been considered; an Innocent pastime, and some have been let out on thia account. The alcoholic conduct of some ot the guards has at timee been the source of much entertainment tor the prisoners. Perhaps thore Is no other inotl- tution In modern society where the surrounding Influences and condi tions call for stricter discipline than in a penitentiary. There we have a variety of men. from the hard-boiled and aggressive crim inal to tho imbecile. I do not wish, to be understood as saying that all convicts are inately vicious or de praved. Quite the contrary. find the majority of prisoners In the Oregon penitentiary to com pare quite favorably tn tbe m at tor of their conduct among themselves with men In other groups of so ciety. Some are highly intelli gent, and others are hopelessly wanting in that respect. Scores of them are incarcerated for Infrac tions ot technical laws who have never committed a moral offense. It Is tho small minority, the hard-boiled professionals In crook dom and tbe perverts who, under loose discipline, take advantage of conditions existing to the expense and anguish of others.
