"Strong pressure has ' been brought to bear upon thie office from personal, business and politi cal friends, 1 granted a reprieve of 30 days in order to have ample time to consider the matter from every angle, realizing that the wishes of so many hundreds of our foremost citizens should not be lightly treated by ine. I have carefully considered all phases ot the case. "The people or the state of Ore gon have given the governor the privilege of extending executive clomency when in his judgment there has been a miscarriage of justice. It is not a duty incum bent upon the governor to act as a court of appeal from any judicial decision. The pardoning power is Vested in the executive for the sole purpose of rectifying newly dis covered evidence after the trial. It le a power to be zealously guarded and exercised only with the great est caution. It ie not the governor! who commits men to prison. Un der our ays torn of government the judiciary tries the offender and When found guilty .imposes the penalty. The executive should not change such sentences for light and transient reasons. "Nearly all the petitioners base their pleae for clemency upon their sympathy for the father ol this young man and recite the won derful work he has done for the fallen in the years past. No citi zen of Oregon appreciates more deeply than I do the great debt we owe to this grand man for his life's work among us, yet as governor of thiB state, under oath to see that our laws are ml tti fully executed, I cannot consider pleaB baaed upon sympathy for the parents. "I listened to the statement of the young man himself. At the time ot the crime was committed he was 22 years old. He owned the car and drove It himself to the unfrequented spot where the crime was committed, with at least one ot the girls In the party strenu ously objecting to the trip. She was armed with a loaded revolver and twice snapped U at McLaren. A tragedy was averted only by reason of defective cartridges. Judge Campbell, who sentenced this man, writes me: 'I could find no reason lor puroling young MC' La re n.' District Atotrney Stipp, who prosecuted the case for the state, wires me: 'I do not recom mend executive clemency for Allai McLaren.' No new evidence has been presented to me. After an exhaustive Investigation the status of the case is Uie same as it wa on the day when the jury handed in its verdict to Judge Campbell Deeply do I regret that stern duty compels me to deny executive clemency. Angel, Or., Nov. 30. Word was received hero on Saturday that one of the men killed In o cave-in In the city brickyard in Moscow, Idaho, on Friday was Pan) Komp, son of Mr. and Mrs. William Komp of this city. The funeral Is being held in Moscow today. In addition to his parf-nts and brothers and sisters, Komp in sur vived by a wife ami five children. Adv. The opening of the junior bas ketball league will start this even ing at the Y. M. C. A. All of the players have been signed up and are to report at the "Y ' this after noon. The league was started by Bob Board man, supervisor of ath letlcs at the Y. M. C. A., and George Cadwell. Six teams are now entered in the league. It was at first plan ned to have eight entries but only six have entered so far. The teams entered are Whitman Pioneers, Y. M. C. A. Leaders, Parrisu Jrs., South Friends, Comrades and Inde pendents. The league Is being sponsored this year instead of the commercial league as in former years, due to tho inability to Bee u re the ade quate floor space for practice. The game this evening will be be tween the Whitman Pioneers and the Y. M. C. A. Leaders. Both teams have been practicing hard for this game and it Is expected to be hard fought. Members of the high school and the Parrish junior high school teams are barred, the idea in sponsoring the league be ing to interest more boys in the game. - j The players for the game to-.
