Too high expectations must not Ito held fur the new linen mills In the first instance, and development must proceed along careful, thoughtful business lines, accord ing to Julius L. "The raw material may be pro fluced from Oregon's lands and be comes a perennial crop. It te a type of production, unlike tho forest, which may be sown annually and harvested annually, and If the crops are properly rotated, without Impoverishing or injuring the lands. "According to the best informa tion furnished tne, the farmer will be able to get an average of $30 a ton for his et raw when ho has learned to produce the right qual ity of flax. The average may even run higher than this, according to the estimates of some good ngrl c u U urn U-j' A 3 V 0 u a ro a wa re, '"the production may easily be ma Jo to yield to a standard of about a ton and a half an acre, perhaps Jwo tons, when agricultural prac tices are fully developed and flax is better known In this region. Good Fanner Crop" "This is a good crop for the farmer. It Is something that may be made perpetual. Europe has proven to us for centuries that a proper rotation improves the soil, rather than deteriorates, and flax for the favored districts where cli iwate and soil combine In the prop er equations, becomes ono of the most profitable and satisfactory crops. The production of flax in Ore gon as a hish grade commercial fibre, has been known for more than twenty years. It was proven that the mechanical pulling operation could be employed here, and the costs of pulling an acre dropped from 9 to $30 which were the pre vailing rates under hand pulling methuds to anywhere from $6.50 to $8, which seems ,V he possible now, nil of us feit confident that tho last economic hurdle had been taken In the race for a large com mercial industry based on flax. I believe that Industry Is within out reach. Grrnt Industry Comes "The mn n ufnet tiro of f In v Into llnon, which bt the second feature of this great Industry that neems to be beckoning Oregon, Is conced ed to be more nearly within the reach of American genius than the problems formerly Involved In the production of straw. In the me chanlcal operations of spinning and weaving, there is no more reason why America should not succeed, than there Is why she should not be able to spin nnd weavo cotton, wools and silks. In those three great textile lines Am erica has become, despite our high costs and labor, ono of the great est producers of the world and is de.stlncd to lead ull tho world in tho volume and quality of fabrics, I am satisfied that we can spin and weave flax on a commercial basis, and especially will this be true when wo can establish the pro duct ion of the straw on a sufficient ly low cost level that our raw ma leriais aro reasonably competitive with those of the other nations of tho world. "A remarkable advantage we have In tho development of a lin en Industry in our territory Is found in the protective duty pro vided by the federal government. When Vanada first started the manufacture of linens, they hart a duty of approximately 27 per cent ad valorem. This has been dropped to an average of about 12 per cent for the Canadian man ufacturor, and we aro informed by those engaged in the business there that it Is impossible to meet Eu ropean competition with this mea sure of protection. Frotcvlcd Ify Duty 'On the other hand, the United States has a duty on linen pro ducts, ranging from 40 to 60 per cent ad valorem, the higher tax being made applicable whenever production of a given textile in linen is starting in this country. In other words, tho higher duty is put on as soon as tho import becomei competitive with the manufacture of a given line In the states. 'American Imports, roughly, something under $60,000,000 of linen and flax products a year, not including In this list linseed for the manufacture of oils. This Is a tremendous possibility and be cause of the magnitude of Imports, the essential character of linen for certnin requirements In the house hold, and the high duty offered, would seem to give Oregon an op portunity for a great Industry, with the least poslsble competitive ele ments Involved "therein. If we can so organlzo our work that the production of flax and the manu facture of linen may be prosecut ed on reasonably economical lines, there seems to he no question what ever in the minds of those who have given It such careful study but what we may attain a very large, permanent payroll within our stale, baaed upon flax nnd linen. Conservation Advocated Like all other vital business problems, the development must proceed' along careful, thoughtful bu.sIno.iA lines.
