FORMER KEEPER Portland, Aug. 17 "It's not a prison, but a paradise for crooks," declared Charles Charlton, former ly principal keeper of the Oregon state penitentiary, describing that: institution. "Discipline 7 There Is none. thanks to Warden Dalrymple. How can there be discipline with two baseball games a day, gambling going on, Ice cream being served and radio concerts at 10 o'clock at night? Does that sound like a prison 7 "1 was 'fired' the middle of last month," continued Mr. Charlton yesterday, "on a false charge. The warden said ne removed me for being drunk. I told him that was a He and he knew It. I never took a drink In the prison haven't drank In years. And when I left I warned him that the way the In stitution was being conducted there would be hell break loose within six weeks. Men Put In Bull Pen "Oregon Jones, who was killed trying to escape Tuesday, and Kel ly, who was with him, defied mo and said they wouldn't work. I pulled out my watch and told them they would have one minute to get started or I'd have the guns turn ed on them. They started. I put them In tho bull pen. They told me that thoy'd be out of there In a week. I replied that they would remain In the bull pen until winter so far as I had anything to say, The day after I was ousted the war den removed them from the bull pen. "I don't believe In being brutal because a man is In prison, but I do believe In discipline. You must be firm with them and treat the men square. Convicts know when discipline Is expected, but they dis like seeing favorites played. I have been in the prison when men could only speak at certain times and smoke at certain times and there was no trouble with them. Gambling In Prison Charged "No man can sit In a swivel chair and manage 600 prisoners. I told Warden Dalrymple that he might be able to manage the fin ancial end of the institution all right, but that he did not know how to manage the men inside. He asked me why, as principal keep er, I did not enforce discipline and I answered that this could not be done with higher ups issuing orders. 'Prisoners get three packages of tobacco a week. The convict op erated poker games, gambling for the tobacco and the slickers clean ed the unwary In the prison Just as they used to do on the outside looking for easy marks. Forty or fifty pounds of Ice cream sent to the prison on Sundays for the In mates. Plenty of baseball games. Concerts on the radio late at night. Prison Declared Pa ro ditto 'Doesn't sound like a place of correction or punishment, does It? I told the warden that Instead of being a prison the place had be come a home for crooks a para dise, rather. It has been so at tractive that it Is a wonder anyone wanted to leave, and It had no terrors for them. I remember the time when there was discipline, strict discipline, and when a con vict was released he was mighty glad to get away and stay away."
