Census and Some Interesting Comparisons
With Other States

An idea of how Oregon's Manufacturing has grown may be had by the way primary horse power has expanded, as
shown by the last three industrial census reports.
The total of horse power used by the slate in 189D (report of 1900) was 60,005; for 1909 was 175,019, and for
1919 was 304,346. The twenty-year gain was 244,341 horse power, or 407.2 Per Cent. Practically all the industrial
activity of Oregon has been acquired since 1900. The state is now really making good progress.
The 1920 summary of state power was made up as follows: Steam and turbines 165,801 horse power; water wheels
and motors 42,252; internal combustion engines 2,166; rented electric 92,576 horse power. Other forms 551. Electric
horse power owned and rented 118,187.
Little Rho de Island
The total primary horse power (on work) used in 1919by these states was: Oregon 304,346; Colorado 206,309;
Iowa 242,946 ; Rhode Island 321,016.
The area of Oregon in square miles is 96,699 and of Rhode Island 1,247. Oregon is 77.54 times the size of "Little
Rhody." If this state used as much power relatively as the diminutive commonwealth in the East, it would require
24,891,581 horse power! about one-third the maximum potential of water power of America!
That is to say, while Oregon is making encouraging growth of its industries, it has only left "scratch," and has
many years of work and push to fill up the open and assured possibilities. Gradually, those communities that drive
to the front now, will have a big advantage. Chicago had no particular attractions as a city site. Originally, it was a
vast mudhole, swarming with billions of mosquitoes. But, it had some REAL MEN who drove the town forward
from the start, and neither mud, distressing climate nor fire could stop them and their monument of vision, courage,
enterprise and bigness of soul IS CHICAGO!
Similiar comparisons nearer home could be made, where Fortune invited but the call fell on stupid ears, and develop
ments on a smaller scale, like those at the southern end of Lake Michigan near Chicago, can be seen now, as a warning
to the blind, and assured good cheer for the people who DO AND DARE!

Paper Converting Plant to Use Products of Local Mill
Salem will during the coming year make a valuable addition to the factory and manufacturing plants of the state,
and will become the home of an industry which has heretofore not been represented in Oregon.
Articles of incorporation have been drawn up and other preliminary plans completed for the organization of the
Western Paper Converting company, which will, from raw products available here, complete the manufacturing
process which has its start in the paper products turned out by the big plant of the Oregon Pulp & Paper company.
From the bond, glassine and other high grade papers manufactured by the Oregon Pulp & Paper company the
Western Paper Converting company will make the envelopes, butter, meat and candy wrappers, boxes and other
articles of this nature that represent the ultimate in paper products manufacture. The high quality papers turned out
by the local mill and prior to this time always shipped out to other states for conversion into the finished products of
which Oregon is a large consumer will hereafter find their primary market right at home.
With a proposed capital stock of $250,000 the Western Paper Converting company is being organized by E. J.
Moscley of Los Angeles, A. D. Alpine of Seattle, and E. A. O'Neil, formerly, with the Oregon Pulp & Paper company.
Into the Salem plant Mr. Moseley and Mr. Alpine will merge the converting and printing plants they have been operat
ing in Los Angeles, and with improvements and additions proposed the factory will be the most complete of its kind
west of the Mississippi river, and the only enterprise of nature in the state.
The new company is to erect its plant on a two and one-half acre site on North Front street near Division,
which was donated by the Oregon Pulp & Paper company. Donation of the site, coupled with the close proximity to
the source of their raw paper materials, certain grades of which are manufactured nowhere on the Pacific coast ex
cept in Salem, were the determining factors in locating the plant here.
While plans are not yet far enough advanced to estimate accurately the value of the manufactured output of the
new factory, a payroll for from 150 to 200 persons continuously has been assured by the promoters.

FOR THE
STATE Of OREGON
Progress of the Age calls for Business System, Common
Working Rules. The old hap-hazard lack of method is
being driven out. Both justice and economy make such
improvements necessary.
For that reason the last legislature enacted a "Plumbing Code" for Oregon, House
Bill No. 73. This law definitely defines the. .minimum sizes that shall be used to dis
charge waste water and sewage from buildings, and how connections shall be made
with basins, sinks, bathtubs, laundry trays and water closets. It regulates the size of
vents, and requires sufficient fresh water to flush the fixtures. Other provisions are
designed to protect the public. City Councils can adopt ordinances in accord with
provisions of this Code.
Once in operation this law will reduce both' confusion and cost. It will save a
large amount of trouble to plumbers and the public. All plumbers of the state are
required to register under this law with the State Commissioner of Labor and
Inspector of Factories. It is the policy of the Commissioner to appoint none but
qualified plumbers as deputies to see that said law is enforced.
The National Association of Master Plumbers, during (lie convention recent
ly held in Portland, Oregon,- went on record as favoring the Standardization of
Plumbing Fixtures, Traps and Appliances used in the plumbing business, and
already considerable headway has..been made in that direction. All of this
will be a direct benefit to building owners, as it will eliminate much confusion
when repairs are necessary.
It is the object of all Master Plumbers, who are members of the Association, to do
everything possible to protect the public against Unsanitary Plumbing.
